The Transformative Power of Care for Industry: Applicable and Sustainable Models and Partnerships for Early Childhood Care and Education Services in Organized Industrial Zones in Türkiye

The report titled The Transformative Power of Care for Industry: Applicable and Sustainable Models and Partnerships for Early Childhood Care and Education Services in Organized Industrial Zones in Türkiye was prepared to develop implementation models for scaling up early childhood care services in Organized Industrial Zones (OIZs) and to highlight the partnerships required to support these models. The report draws on the growing number of OIZ childcare facilities in Türkiye, which have been established through diverse governance structures and collaborations in recent years.
The first two chapters present industrial manufacturing and employment in OIZs in Türkiye, along with the expansion of childcare services in OIZs and the associated policy landscape. The third and fourth chapters examine existing OIZ childcare practices across the country and assess current OIZ childcare models. The fifth chapter includes a SWOT analysis on the OIZ childcare model.
The sixth and final chapter provides policy recommendations to expand OIZ childcare services in Türkiye. These recommendations focus on implementation conditions, stakeholder engagement and partnerships, financing models, transportation and accessibility planning, governance and coordination structures, lessons learned from existing practices, key strengths and potential risks.
This report was developed by the United Nations Development Programme (UNDP) under the UN Joint Programme on Transformative Growth of the Care Economy in Türkiye, funded by the Joint SDG Fund. The Joint Programme promotes inclusive and quality care services, innovative digital solutions and sustainable financing models to support the growth and transformation of Türkiye’s care economy. Implemented under the coordination of the UN Resident Coordinator’s Office in Türkiye, in partnership with the Ministry of Family and Social Services and with UNDP and ILO as implementing partners, the programme aims to strengthen the national policy framework to ensure better care support for children, women, older persons and persons with disabilities.
