Strengthening Gender Equality, Women’s Empowerment & Leadership through Community-Based Resilience Building (CBRB)
Background
Timor-Leste is highly vulnerable to climate-induced disasters such as floods, droughts, and landslides, which disproportionately impact women, youth, and vulnerable groups. Under the Disaster and Climate Risk-Informed Development in SIDS project, UNDP is launching a Low-Value Grants mechanism to empower local NGOs and CBOs to lead inclusive and gender-responsive resilience initiatives.
Thematic Areas
Organizations may submit EOIs aligned with one or more of the following areas:
- Resilient Livelihoods – sustainable income generation, agriculture, fisheries, eco-tourism, entrepreneurship, financial inclusion.
- Resilient Community Infrastructure – community-led small-scale infrastructure: water systems, renewable energy, public facilities.
- Ecosystem-Based Management – reforestation, biodiversity protection, erosion control, sustainable land practices.
- Community Early Warning & Preparedness – disaster preparedness, hazard monitoring, contingency planning.
- Gender Equality, Inclusion & Local Leadership – strengthening women’s leadership, inclusive governance, local planning.
- Knowledge Sharing & Innovation – community innovation, digital tools, traditional knowledge, exhibitions, peer-to-peer learning.
Funding & Implementation
- Funding Available:
- Up to USD 10,000 for NGOs
- Up to USD 5,000 for CBOs
- Implementation Period: December 2025 – May 2026 (6 months)
- Eligible Locations: Aileu, Atauro, Baucau, Viqueque, Oecusse, Dili
- Eligibility: Registered NGOs and CBOs

- Organizational Profile
- Summary of Past Projects (with evidence of impact)
- Financial Statements/Audit Reports (last 2 years)
- Letters of Support (optional)
