The UN Resident Coordinator/ UNDP Resident Representative act on behalf of the UN Secretary- General and UNDP Administrator, and plays a central role in coordinating the overall UN activities in Timor-Leste.
Resident Representative for UNDP in Timor-Leste
Katyna Argueta, a Honduran national, has been appointed as UNDP Resident Representative in Timor Leste (October 2023). She joined UNDP as an Adviser in the Honduras Country Office and then as a Human Resources Coordinator within the framework of the Office's realignment. Later she worked as Deputy Country Director in Panama (2009-2012); as Deputy Country Director in Haiti (2013-2015); as Country Director in Mexico (2016-2018) and as Resident Representative in Brazil (2019-2023). A career diplomat with the rank of Ambassador, before joining the UNDP, she worked in the Ministry of Foreign Affairs of Honduras as Alternate Representative of the Mission of Honduras to the Organization of American States in Washington; General Director of Foreign Policy; Chief of Staff of the Minister; Second Secretary in the Honduras Embassy in the United Kingdom; and as Protocol Officer. In the private sector, she has held the positions of Director of Public Relations and Communications; Manager of Corporate Planning; and Director of Human Resources in the financial sector. Katyna Argueta has management and administration studies and is a graduate of the "Andres Bello" Diplomatic Academy in Chile. She is fluent in Spanish, French, English, and Portuguese.
Deputy Resident Representative for UNDP in Timor-Leste
Ms. Adeline Carrier is the Deputy Resident Representative (Programme and Operations) of UNDP Timor-Leste since November 2022.
She brings 15 years of international development experience working on governance and resilience and serving in various management and coordination roles within the United Nations. Recently, she served as the Head of Governance in UNDP Haiti Country Office managing a complex Security and Rule-of-Law Portfolio in a poly-crisis context, in collaboration with UN Peace-Keeping Mission. Previously, she collaborated with UN-Habitat on post-disaster recovery and resilience in urban settings.
Prior joining the United Nations in 2011, Adeline served as a strategic advisor and academic researcher for multi-lateral and bilateral organizations working on land reform, sustainable urban development as well as resilience to multidimensional risks. Adeline has published academic books, articles, and policy papers on issues such as land tenure security in Cambodia as well as urban development issues in South-East Asia.
Adeline holds a Ph. D in development studies from Paris 8 University. Adeline is a national of France and proud mother of Aïda.
