Capacity Development of the Provedoria for Human Rights and Justice

Project background

The PDHJ is Timor-Leste’s national human rights institution. It can review complaints, conduct investigations and forward recommendations regarding illegal or unjust conduct to the relevant state institutions. Project activities

UNDP is building upon the existing human rights knowledge and skills of PDHJ staff, with a focus on broadening that knowledge and developing both analysis and the application of that knowledge. Investigation, monitoring and education skills are being consolidated along with the report writing, training material development and advocacy skills.

Project results

  • Boost the knowledge of PDHJ staff about human rights concepts and understanding how these concepts are applied in their work
  • Deepen and broaden PDHJ’s human rights knowledge through trainings, mentoring, study tours and internships with other national human rights institutions
  • Strengthen PDHJ’s institutional structures and management skills through the development and integration of a strategic plan into PDHJ’s regular annual and budget planning
  • Facilitate a review and assessment of current case management systems and support the implementation of a knowledge management plan
