UNDP Executive Board Endorses Timor-Leste Country Programme Document 2026 - 2030

“A Five-Year Strategic Roadmap for Resilient, Inclusive, and Sustainable Development in Timor-Leste”

Dili, Timor-Leste - 09 September 2025: The United Nations Development Programme (UNDP) announces that its Executive Board has formally endorsed the new Country Programme Document (CPD) for Timor-Leste, covering 2026-2030. Developed collaboratively with the Government of Timor-Leste and key national and international stakeholders, the CPD sets a bold vision for sustainable and inclusive development over the next five years, aligned with the Nation Strategic Plans and the 2030 Agenda. 

The programme focuses on empowering vulnerable populations, reducing rural poverty, contributing to resilience to climate change and disasters and enhancing transparency and institutional accountability. It targets structural barriers to socio-economic participation, with special attention to women, youth, and marginalized rural communities. At the same time, it highlights the importance of environmental sustainability and resilience, encouraging the use of nature-based solutions to help Timor-Leste withstand the impacts of climate variability and environmental shocks.

Through an integrated approach, the CPD leverages UNDP’s signature solutions to strengthen good governance, improve infrastructure, foster livelihoods, and promote gender equality, ensuring that no one is left behind. Its success will depend on the continued government’s commitment to reform, adequate human and financial resources, and active engagement from national and international partners. The programme also emphasizes reducing dependency on traditional aid by mobilizing innovative financing and partnerships aligned with national development priorities.

UNDP Resident Representative in Timor-Leste, Ms. Katyna Argueta highlighted that “with this endorsement, UNDP reaffirms its commitment to work closely with the Government, civil society, and development partners to translate this strategic roadmap into tangible results. Together, we can build a more resilient, inclusive, and sustainable Timor-Leste, fully aligned with the country’s aspirations and the Sustainable Development Goals”.
