“Hau Nia Tasi, Hau Nia Timor”: UNDP Champions Community and Youth Leadership During National Oceans Week 2025

UNDP engages communities, amplifies youth voices, and showcases ocean conservation efforts during National Oceans Week 2025 in Oé-Cusse and Dili.

Dili/Oé-Cusse, 3 - 7 June 2025: The United Nations Development Programme (UNDP), in collaboration with the Maritime Boundary Office’s Blue Economy division under the Office of the Prime Minister and in close collaboration with the Special Administrative Region of Oé-Cusse Ambeno (RAEOA) and the Authority of the Oé-Cusse Economic Development Zone (ZEEDOA), proudly supported key activities marking National Oceans Week 2025 under the national campaign “Hau Nia Tasi, Hau Nia Timor” (My Ocean, My Timor-Leste).

The week-long celebration began with the Ocean Workshop held at Hotel Nidila in Oé-Cusse on 3 June, aimed at raising awareness on the importance of protecting marine ecosystems and fostering sustainable ocean governance. The workshop brought together more than 100 participants, including community leaders, youth groups, students, women’s associations, environmental activists, and representatives of the Ministry of Environment. The distinguished participant included Ms. Joana Belo, representing Ministério do Ambiente, Timor-Leste. The event featured hands-on environmental action, including the planting of 1,000 mangroves in Palaban, Suco Costa, Pante Macassar Administrative Post, coastal clean-up initiatives, and panel discussions focused on nature-based solutions, climate resilience, and inclusive policy-making.

Ms. Katyna Argueta, UNDP Resident Representative, emphasized the importance of local participation and inclusive leadership in ocean protection. “There is an urgent need to involve local communities, youth, and other stakeholders more actively to protect oceans. Let’s continue to work together to protect the oceans and coastal zones, to help the country survive and prosper, and to ensure that all Timorese enjoy a sustainable future,” she said.

Mrs. Claudia da Cunha Margarida Lela, Representative of the Youth Group, expressed the readiness of young people to lead environmental change. “Through the celebration of Ocean Day or Ocean Week in Timor-Leste, especially here in Oé-Cusse, we see this as a powerful initiative to reflect on how we can protect our environment. Activities like this show that youth are ready to lead and contribute to national development by engaging in environmental protection, ocean conservation, and other actions that promote the well-being of our communities.”

Mr. André Lao, Secretary for Administration of RAEOA, officially opened the workshop, reinforcing the region’s commitment to environmental stewardship. “We know that our natural environment is composed of land, sea, and mountains. Today, as we celebrate Ocean Day under the theme ‘Hau Nia Tasi, Hau Nia Timor’, we are reminded that every Timorese citizen must act with heart and commitment to care for our environment. We also express our gratitude for this program, which has received strong support from UNDP and the Government through the Maritime Boundary Office, bringing the Ocean Day celebration to Oé-Cusse.”

As the celebrations continued, UNDP actively participated in the Ocean Parade in Dili on Saturday, 7 June, which began with a vibrant march from the Ministry of Foreign Affairs and Cooperation (MNEC) to Porto Dili. UNDP joined other institutions and communities in showcasing solidarity and action for ocean sustainability.

At Porto Dili, UNDP hosted a dynamic Youth Conversation Bus, where young participants recorded podcasts sharing their opinions and aspirations about the role of youth in protecting oceans and the significance of Ocean Day. In addition, UNDP set up an information booth to showcase its projects and initiatives related to marine conservation, blue economy development, and climate resilience - inviting the public to learn more and engage in ongoing efforts for ocean protection.

UNDP’s active role throughout National Oceans Week underscores its commitment to advancing Sustainable Development Goals, particularly SDG 14 (Life Below Water), SDG 13 (Climate Action), and SDG 5 (Gender Equality). These activities reflect UNDP’s broader support to the Government of Timor-Leste and local communities in promoting environmental sustainability, inclusive governance, and youth leadership.
