Justice | Accountability | Inclusive Governance

The Enabling Environment Portfolio contributes to the CPD Outcome 3 i.e. People, especially the most vulnerable, participate in and benefit from government institutions and systems that promote peace and justice, are gender-responsive, inclusive, accountable, representative, and compliant with international human rights norms and standards. The goal is to support Tanzania’s efforts towards attaining effective, transparent, participatory, responsive, accountable, and inclusive governance and sustainable peace. The Portfolio is aligned with the African Union (AU) Agenda 2063 which envisages Africa’s prosperity based on effective, equitable, and people-centered growth and development; eradication of poverty; development of human capital, social assets, infrastructure, and public goods; enduring peace and security; effective and strong developmental states; participatory and accountable institutions; and empowerment of women and youth.

The Portfolio seeks to contribute primarily to Sustainable Development Goal (SDG) 16 on the promotion of peaceful and inclusive societies for sustainable development; ensuring access to justice for all; and building effective, accountable and inclusive institutions at all levels, while cognizant that progress on SDG 16 enables progress on other SDGs. As cross cutting themes, the Portfolio will contribute towards the attainment of gender equality and empowerment of women (SDG 5), reduction of inequalities (SDG 10), and global partnerships for sustainable development (SDG17).

The Portfolio is structured around four thematic areas:

Capacity of governance institutions, policy, legal and regulatory frameworks and accountability: Focus is to strengthen institutions, policies, systems and processes that are aimed at improving the delivery of democratic dividends to citizens, while also enabling citizens to participate in public policy making, development planning and holding institutions accountable for the delivery of such dividends at
national and local levels. Specially, the theme will: a) support key institutions of democratic governance such as Parliaments in both Mainland Tanzania and Zanzibar to play their roles and enable citizen participation in democratic and legislative processes; b) promote service delivery and accountability at all
levels and support citizen initiatives that monitor and combat corruption through social accountability mechanism; and c) strengthen initiatives for natural wealth and economic governance, for the benefit of the Tanzania people.

Access to Justice, Human Rights and Rule of Law: Focus to enhance equitable and timely access to justice and human rights protection for all, especially the most vulnerable (women, girls and PWDs) in line with international human rights standards. Specifically, the Portfolio will: a) strengthen access to justice, the rule of law, and the application of human rights by strengthening the ability and accountability of Mainland and Zanzibar's justice institutions in the provision of justice services and b) Support select CSOs both Mainland and Zanzibar that provide Legal Aid Services, promote and protect human rights through meaningful oversight and meets the needs of the most vulnerable and c) promote gender equality and empowerment of women and youth in the justice, human rights and rule of law sectors focusing on vulnerable groups (women, children, persons with disabilities, People Living With HIV, the elderly, refugees and immigrants).

Sustaining Peace for Sustainable Development: To support the Government of the United Republic of
Tanzania to sustain peace and address challenges related to increasing transnational organized crimes and political instability in neighboring countries and strengthen the capacity of relevant institutions,
including through international cooperation, to prevent violence and combat terrorism and crime. Specifically, the CO will a) support initiatives related to prevention of serious organized crime; b) strengthen Community Resilience in Preventing and Responding to Violence Extremism in Tanzania; and c) support initiatives that promote social cohesion and inclusion through the Kigoma Joint Programme and other regional/cross boarder initiatives.

Economic Governance: Economic Governance theme aims to enhance economic governance by fortifying the mechanisms for developing, implementing, and enforcing legal frameworks by ensuring that relevant government agencies, private sector, and other key stakeholders to have data to inform decisions (including investment decisions). The starting point will expand ACP-EU Development Minerals Programme which supports the artisanal and small-scale mining sector to scaling up by supporting medium and
large-scale mining companies to secure a social license to operate within the communities they undertake their mining operations. The theme will also explore opportunities to support Local Government Authorities (LGAs) to develop the local economic development (LED) plans and ensure the elected leaders and LGA’s officials are equipped to effectively execute the plans and ensure efficiency in service delivery particularly to marginalized men, women, youth, and persons living with disabilities. The program will strengthen citizens' agency and participation to stimulate democracy from below and improve accountability. Building on the pilot Tech-Tools for Anti-Corruption project, UNDP will support use of technology to address corruption loopholes in identified sectors such as natural wealth management.
