Mr. Shigeki Komatsubara brings over two decades of distinguished leadership and extensive experience in the field of international development. He served the UNDP in different capacities and in various countries at national and global levels. From 2019-2023, Mr. Komatsubara, held the position of UNDP Resident Representative in Malawi. Prior to this, from 2011-2019, he served as the TICAD Programme Adviser at Regional Bureau for the Africa, UNDP HQ in New York, USA. From 2007 to 2011, Mr. Komatsubara assumed the responsibilities of Deputy Resident Representative/Deputy Country Director (Programme) for Ghana, where he took charge of UNDP’s programmatic portfolio. In this role, he successfully consolidated programs, fostered team cohesion, boosted staff morale, enhanced strategic and innovative partnerships,and achieved the highest level of program delivery for UNDP in Ghana. From 2002 to 2007, Mr. Komatsubara served as Country Programme Adviser at the Regional Bureau for Africa, UNDP HQ in NY, USA, backstopping Southern African countries and focal-pointing Human Security programme formulation and GEF portfolio management for Africa.
Prior to joining UNDP, from 1992 to 2002, Mr. Komatsubara held various pivotal positions at Keidanren (Japan Federation of Economic Organizations) Secretariat in Tokyo, Japan, including Staff Economist for the International Economic Affairs Bureau, Policy Manager at the Business and Industry Advisory Committee (BIAC) to OECD in Paris, France (on secondment), as well asPrincipal Administrator for the Industrial Affairs Bureau and the International Economic Affairs
Bureau. A Japanese national, Mr. Komatsubara holds MSc (Econ) in International Relations from London School of Economics and Political Science, UK. He also earned a Bachelor of Arts degree in Shakaigakushi (International Relations) from the Tokyo University of Foreign Studies in Japan
John Rutere joined UNDP Tanzania office as the Deputy Resident Representative (DRR) at the beginning of May 2025. John has been in the UN System for 16 years based out of New York headquarters where he has worked for both UNDP and UNCDF. He brings over 25 years diverse experience in both the private and public sectors in financial resource and risk management. In his most recent roles, John was the Head of Finance and Management Services at UNCDF and prior to that, he worked in the UNDP Office of Finance and Resource Management (OFRM) in various roles including the Chief of Treasury Reporting and Accounting and the Chief of Financial Performance Management. Prior to joining the UN system, John worked in the Private Sector for GE Capital in the US and Australia, Bear Stearns Investment Bank in NY and PricewaterhouseCoopers (PwC) in Nairobi and London. John is a Certified Public Accountant (CPA) and a Chartered Financial Analyst (CFA®) charter-holder, and he holds a Master’s Degree in Business Administration (MBA) from Cornell University in the United States. He is a native of Kenya and is married with 4 children
