UNDP raises awareness of key national authorities on integrating climate – fragility risks into water policy and basin management plans in Tajikistan

UNDP Tajikistan organized a training session on integrating climate-fragility risks into water policy and basin management plans in Tajikistan, which was held on August 16-17 in Gissar within the framework of the regional project "Climate Change and Resilience in Central Asia", funded by the European Union. The workshop was attended by the representatives of key national and local partners in the field of water resources and climate risk management.

Сentral Asia is highly vulnerable to climate change. In a region that is subject to multiple stressors, climate change exacerbates existing vulnerabilities. Central Asia is warming faster than the global average. One of the fastest growing regions of Central Asia, Ferghana Valley is home to nearly 30% of the region’s population concentrated in less than 5% of the region’s total land area.

The overall objective of the project is to support stability and climate resilient development in the Ferghana Valley, a trans-border area of the Kyrgyz Republic, Tajikistan, and Uzbekistan. The project is improving knowledge of climate-fragility risks amongst stakeholders at local, national, and regional levels, facilitating risk-informed policymaking and transboundary resource management and supporting practical risk reduction interventions. Consequently, the purpose of this training session was to organize joint group and individual expert work using appropriate techniques to generate knowledge and practical ideas on climate threats and risks associated with water resources for their subsequent integration into national water policies and basin management plans in the Fergana Valley. The participants learned the methodology of GEF Transboundary Diagnostic Analysis-Strategic Action Programme (TDA/SAP) and best practice of GEF Transboundary Waters Assessment Programme  (TWAP) and selected methods for constructing development scenarios reflecting climate change.

"We are very pleased that representatives of the Syrdarya Basin Organization actively participated in today's training and thanks to UNDP, we have studied the issues of  stability and security in relation to climate-fragility risks in integration with water policy and river basin management plans more thoroughly," said Marhamatjon Makhmudova, a specialist of the Syrdarya River Basin Organization."We are very pleased that representatives of the Syrdarya Basin Organization actively participated in today's training and thanks to UNDP, we have studied the issues of  stability and security in relation to climate-fragility risks in integration with water policy and river basin management plans more thoroughly," said Marhamatjon Makhmudova, a specialist of the Syrdarya River Basin Organization.

"I would like to note the considerable professionalism both in the organization of the training and the knowledge of the participants. I would like the participants of the event to form the future backbone of the working group on integrating climate risks in the Syrdarya River Basin Plan, as part of the Basin Organization," said Talaibek Makeev, international consultant of the Climate Change and Resilience in Central Asia project."I would like to note the considerable professionalism both in the organization of the training and the knowledge of the participants. As a result of the group and individual work the main criteria for selecting river basins for further work of the project on the integration of preventive actions, response measures and adaptation to increase resilience to climate change in the Fergana Valley were developed and proposed. At the same time, the participants identified thematic priorities, qualitative and quantitative indicators of climate risks and threats within the selected river basins. In addition, participants mastered methods of group and individual analysis of both climate change risks, water resources, and river basin management.

The project "Climate Change and Resilience in Central Asia" is funded by the European Union and implemented jointly by UNDP in Tajikistan, Kyrgyzstan and Uzbekistan, the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic, the Agency for Hydrometeorology of the Committee of Environmental Protection under the Government of the Republic of Tajikistan, and the Hydrometeorological Service Centre of the Republic of Uzbekistan.
