Belgade, May 14, 2025 – With financial support from the European Union (EU), the United Nations Development Programme (UNDP) is inviting local self-government units (LSGs) in Serbia to apply for participation in the "Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3)" for the period from 2025 to 2028.

The aim of this program is to enhance transparency in funding civil society organizations from public resources, thereby improving cooperation between local authorities and civil society, as well as to advance the participation of citizens in decision-making and the development of local communities.

ReLOaD3 will support selected local self-governments in establishing a sustainable, transparent, and project-based approach to budget financing of civil society organizations, which will contribute to local development in line with the needs of citizens.

The public call is open to all local self-government units in the Republic of Serbia that have not previously participated in this program. Three local self-governments will be selected to participate in the program. The following municipalities/cities cannot apply for this public call: Babušnica, Vladičin Han, Vrnjačka Banja, Dimitrovgrad, Kragujevac, Kuršumlija, Kruševac, Novi Sad, Paraćin, Topola, Subotica, Čačak and Šabac.

Submission of applications and deadlines

LSGs should submit their applications in one printed copy and in electronic form (USB memory) via registered mail, or in person, to the following address:

The deadline for submitting applications is June 23, 2025 at 5 p.m.

Information sessions, during which interested local self-governments will be able to receive additional information and clarifications regarding the public call, will be organized via the Zoom platform on the following dates: 

May 26, 2025, at 11:00 AM and 

June 2, 2025, at 12:00 PM.
