Five Cities and Municipalities to Participate in the Regional EU Initiative ReLOaD3

Strengthening Cooperation Between Local Governments and Civil Society in Serbia

Belgrade, August 29, 2025 – Representatives from Vranje, Vrnjačka Banja, Ćuprija, Sombor, and Šabac signed memorandums of understanding with the United Nations Development Programme (UNDP) Resident Representative at the United Nations Office in Belgrade today. These cities and municipalities have thus officially become partners in the "Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3)". Funded by the European Union (EU) and implemented by UNDP, the initiative aims to enhance cooperation between local authorities and civil society, as well as increase citizen involvement in decision-making processes.

"Through ReLOaD3, the European Union directly supports the citizens of Serbia in their communities, enhancing democratic processes and strengthening public services at the local level. This collaboration with UNDP and local authorities ensures that EU funds reach civil society organizations that are best acquainted with local challenges and can offer the most effective solutions," stated Maja Vučković Krčmar, Program Advisor at the EU Delegation to Serbia.

The five partner cities and municipalities will receive assistance within ReLOaD through training for their staff on project development, preparation, and publication of public calls for civil society in a transparent and participatory manner. In addition, they will each receive $112,000 grants for financing civil society projects of public significance.

"A strong and long-term close partnership between local authorities and civil society builds strong communities where no one is left behind. The outcome of such cooperation is improved public services and a better quality of life for all citizens," stated Yakup Beris, UNDP Serbia Resident Representative.

With EU financial support within the ReLOaD initiative, over the past eight years, partner local governments have allocated over $2 million in grants through public calls to more than 100 civil society organizations across Serbia. Thanks to these funds, new public services have been introduced, and existing ones have been significantly improved, benefiting over 20,000 citizens. Among the civil society initiatives implemented are social services for marginalized groups, including persons with disabilities, Roma, the elderly, and women; environmental protection enhancement; as well as strengthening local tourism and preserving historical and cultural heritage.

For instance, 248 young individuals completed training to acquire digital and other professional and communication skills necessary to improve their opportunities in the labor market. Additionally, some initiatives have helped pregnant women and new mothers to enhance their physical and mental health, and women living in rural areas to market domestic products via social media.
