This paper on Lessons Learnt from Civil Service Reform in Angola is the product of a Southern Africa Sub-Regional Resource Facility (SURF) Fellowship from 15th October to 7th November 2002. It focuses particularly on the experience of the Government of Angola since independence in 1975 in undertaking reform of human resources management practices in the public sector. The paper also attempts to review the provisions of Codes-of-Conduct for public servants in selected countries, namely, South Africa, Malaysia, Australia, Canada and New Zealand.
