Philippine National Plastic Action Roadmap 2026–2040

The Philippine National Plastic Action Roadmap 2026–2040 provides a shared national direction for moving towards a circular, inclusive, resilient and accountable plastics system — one that prevents plastic pollution at source, keeps materials in productive use, substantially reduces leakage, and enables meaningful participation in a just transition.  

The Roadmap sets an ambition to reduce plastic pollution by 85% by 2040. It recognizes that achieving this will require action across the entire plastics life cycle — from product and packaging design, consumption, reuse and refill, to segregation, collection, recovery, recycling, circular markets and responsible residual management.  

It brings these priorities together through 10 mutually reinforcing outcomes supported by enabling conditions such as behaviour change, evidence and innovation, policy coherence, governance and institutional capacity.  

For UNDP, the Roadmap reflects the value of bringing government, business, workers, civil society, academia, communities and development partners together around shared priorities and coordinated action. 

Led by the DENR, NPAP Philippines is supported by the World Economic Forum’s Global Plastic Action Partnership and partners like the UK Government, the Government of Canada, and The Coca-Cola Foundation. UNDP serves as NPAP’s technical secretariat in the Philippines.
