Human Capital, Inclusion, Governance, and Peace
By 2028, UNDP aims to ensure that people across the Philippines—especially those most at risk of being left behind—are better able to withstand economic shocks, climate impacts, disasters, and public-health risks. This will be achieved through more equitable, gender-responsive access to quality social services and social protection, improved living conditions, and stronger systems of governance and peace.
Our work under this outcome centers on four key thematic areas.
First, gender-responsive digitalization and e-governance of social services is helping transform how government delivers support to people. Through demand-driven policy advice, interoperable digital platforms, and citizen-centric design, we are improving local service delivery, including in geographically isolated and disadvantaged areas and Indigenous Peoples communities. Our initiatives also strengthen cybersecurity and promote inclusive digital policy. To date, digital technologies are now being used by 825 institutions, benefiting 2.52 million people through improved access to social services.
Second, we are strengthening democratic institutions, civic participation, and the rule of law. This includes support to credible and inclusive electoral processes—such as enhancing COMELEC connectivity and promoting transparency through e-SOCE—alongside voter education efforts like Botong Bangsamoro. We also promote open, participatory governance to ensure citizens have a stronger voice in shaping decisions that affect their lives.
Third, we advance peacebuilding, social cohesion, and reintegration, working closely with communities and government partners. Our efforts include community-based reintegration of former combatants, integrating the Women, Peace and Security agenda, supporting internally displaced persons, and strengthening conflict prevention. We also help embed community-based peace and development approaches within BARMM ministries and local governments.
Finally, UNDP supports health systems strengthening, focusing on governance capacity, data systems, human resources for health, and emergency surveillance. We also promote green procurement and improved health-care waste management, while expanding access to clean energy solutions for health facilities.
Together, these interventions contribute to building a more resilient, inclusive, and peaceful society—one where every person has a fair chance to thrive.
