UNDP and the European Union Launch a New Project to Support Debris Management and Nationally-led Forensics Capacities in the Gaza Strip

East Jerusalem – The United Nations Development Programme / Programme of Assistance to the Palestinian People (UNDP/PAPP) and the European Union, through the European Commission’s Service for Foreign Policy Instruments (FPI), have commenced a new project to support emergency debris removal across Gaza and improve dignified recovery and identification of human remains.
The EUR 15 million project includes removal, processing, and re-use of rubble and debris and strengthened coordination and operations. These activities address immediate safety and environmental hazards to protect families from risks related to the build-up of debris while restoring access to essential services and infrastructure. Clearing debris at scale is a prerequisite for any early recovery: it reopens roads to hospitals, schools and workplaces, enables families to return to their neighbourhoods, and creates the conditions for sustained humanitarian assistance to reach those who need it most.
The 18-month project will also support the establishment of national technical capacity for the dignified recovery, forensic examination, and identification of human remains through a dedicated Gaza Forensic Recovery and Identification Center.
The initiative responds to priorities identified by the Palestinian Authority and will be implemented in close coordination with the International Committee of the Red Cross (ICRC) and other relevant Palestinian and international partners, each within their respective mandates. UNDP's role focuses on strengthening the technical and operational capacities that support a coordinated, nationally led approach to the dignified recovery and identification of human remains as part of broader debris management efforts.

Through this partnership, UNDP and the European Union are clearing the path to recovery and establishing the facilities necessary to ensure families receive the closure needed to begin their healing process.”
