Using Fiji as a case study, this publication illustrates how co-design approaches that meaningfully engage educators and students contribute to greater contextual relevance, pedagogical effectiveness, and institutional trust. The findings underscore that the democratic character of the resource development process is itself a substantive democratic outcome. Participatory approaches foster ownership, enhance inclusion, and embed local knowledge and cultural legitimacy within civic education materials, thereby reinforcing both the sustainability of reforms and their contribution to broader democratic resilience.
