Bishkek, September 14, 2026. A workshop on strengthening the public investment management system and integrating reporting with the Central Treasury’s information system concluded in Issyk-Kul. The event, organized with the support of the United Nations Development Program (UNDP) and the European Union, marked an important step in improving the public investment management system in the Kyrgyz Republic and in implementing the joint project “Advancing Public Finance Management Reforms for Sustainable Development Goals Achievement in Kyrgyz Republic.”
Strengthening the Public Investment Management System of the Kyrgyz Republic: Results of a Strategic Workshop

Representatives of the Ministry of Finance of the Kyrgyz Republic and experts reviewed the preliminary results of the diagnostic assessment of public investment management using the PIMA methodology, international experience, and practical challenges in the preparation, financing, and implementation of projects. Particular attention was paid to the quality of project selection, the accounting for infrastructure operating costs, and timely information on financial and physical progress.
In recent years, Kyrgyz Republic has demonstrated significant growth in public investment. For example, in 2025, expenditures on external financing under the Public Investment Program (PIP) totaled 40.03 billion soms, which is 16.4% more than in 2024. Taking into account capital investments from domestic sources, the total volume of public investment reached approximately 4.65% of GDP, confirming the country’s commitment to infrastructure modernization.
“It is important for the Ministry of Finance to see the full picture of public investment: from the project justification and its cost to the completion of work and subsequent maintenance expenses. Improving procedures and consolidating data will help identify deviations in a timely manner, make informed decisions, and increase the effectiveness of public funds,” noted Nurbek Akzholov, Deputy Minister of Finance of the Kyrgyz Republic.
The discussion focused on further joint efforts to create an integrated investment information management system. It provides for:
a review of accounting and reporting procedures for government investments and the standardization of reporting forms;
the development of software to integrate reports from project implementation departments into the Central Treasury’s automated information system, including the development of interoperability with the AIDStat platform;
training of specialists from the Ministry of Finance of the Kyrgyz Republic and project implementation departments on the use of updated procedures and digital tools.
Such integration will reduce duplicate data entry, improve the consistency of reporting, and enable the reconciliation of funding with the actual progress of work. For leadership, this means more comprehensive information on the status of the investment portfolio and issues requiring timely resolution.
“The value of public investments is measured by the changes they bring about for people - through access to quality infrastructure and services. Drawing on global experience in SDG financing, UNDP helps align investment decisions with national priorities and measurable development outcomes,” emphasized Alexandra Solovieva, UNDP Resident Representative in the Kyrgyz Republic.
Following the discussions, participants identified and agreed on priorities for further joint work to be included in the Action Plan, which calls for improving the public investment management system and integrating the reporting systems of project implementation units (PIUs) with the Central Treasury’s information system (AIS CT), which will automate the collection of data on project progress and enhance accountability, as well as strengthen the capacity of staff at the Ministry of Finance of the Kyrgyz Republic and the project implementation units.
This work supports the implementation of the National Development Program of the Kyrgyz Republic through 2030 and the achievement of the Sustainable Development Goals by strengthening the link between national priorities, public spending, and the population’s quality of life.
The workshop was held as part of the UNDP project “Advancing Public Finance Management Reforms for Sustainable Development Goals Achievement in Kyrgyz Republic,” funded by the European Union.
