This policy brief, “Integration of Green Transition Objectives into Mongolia’s Five-Year Development Guidelines for 2026–2030,” was developed within the “Accelerating Mongolia’s Inclusive Green Economy Transition” project, implemented under the UN Multi-Partner Trust Fund “Partnership for Action on Green Economy” (PAGE) initiative. The project supports Mongolia’s transition towards an inclusive green economy and is co-implemented by UN agencies, including UNDP, ILO, UNEP and UNITAR, in partnership with the Government of Mongolia.

The policy brief examines how Mongolia’s key green transition objectives have been integrated into the Five-Year Development Guidelines for 2026–2030, with particular focus on the country’s Nationally Determined Contribution (NDC 3.0), National Biodiversity Strategy and Action Plan (NBSAP), and National Adaptation Plan (NAP).

The brief also assesses Mongolia’s environmental performance and key challenges, including greenhouse gas emissions, land degradation, desertification, biodiversity loss and pressures on natural resources. Building on this analysis, it provides recommendations to strengthen environmental policy implementation, accelerate greenhouse gas emission reductions, address land degradation and overgrazing, mobilize green finance, enhance public participation and institutional capacity, and promote a just transition that places decent work, skills development and social dialogue at the centre of Mongolia’s green economy transition.
