Beirut, 12 August 2026 – The Ministry of Public Works and Transport (MoPWT), represented by its Minister, H.E. Mr. Fayez Rasamny, and the United Nations Development Programme (UNDP), represented by its Resident Representative in Lebanon, Ms. Blerta Aliko, signed a Memorandum of Understanding (MoU) establishing a strategic framework for cooperation to support institutional reform, improve public service delivery and advance sustainable infrastructure in Lebanon. 

The partnership will foster collaboration across a range of national priorities, including digital transformation, urban and territorial planning, sustainable public transport, maritime safety, port-sector development, and the sustainability and decarbonization of public assets. It also provides a framework for cooperation on crisis prevention, response and recovery, while supporting technical assistance and capacity development to enhance the Ministry’s planning and implementation capacities. 

H.E. Mr. Fayez Rasamny, Minister of Public Works and Transport, said: “UNDP has been a longstanding partner to Lebanon, supporting critical reforms and strengthening institutions across government. Today, we are already seeing the benefits of that partnership, and this Memorandum of Understanding marks an important step in deepening our cooperation. 

The Ministry of Public Works and Transport carries a vast mandate, spanning airports, ports, land borders, infrastructure and public transportation. At a time when the Ministry is operating with significant human-resource constraints, our priority is to empower our highly qualified teams with the capacity, expertise and international experience needed to deliver tangible reforms that citizens can see and feel. 

Lebanon cannot afford to lose time. We must advance the reforms and projects our country urgently needs while remaining ready to seize opportunities arising from a rapidly changing regional and geopolitical landscape. This MoU will provide essential support in capacity-building, institutional strengthening and reform implementation, helping us translate our plans and solutions into concrete results. 

We know what needs to be done, and we have a strong team committed to doing it. With the right support and partnerships, we can accelerate implementation, strengthen the Ministry’s ability to deliver, and build more efficient, resilient and modern transport and infrastructure systems for Lebanon.”
