Project Overview

The KIP Project Preparation (PRP) is a specialized initiation plan designed to enable Lebanon to meet its obligations under the Kigali Amendment to the Montreal Protocol. This phase specifically focuses on the manufacturing sector, which was identified during initial data collection as having approximately 40 enterprises using HFCs, primarily SMEs in commercial refrigeration. This plan provides the technical basis to develop a full project document for the Kigali Implementation Plan (KIP) Stage 1, facilitating the transition to low-global warming potential (GWP) technologies.

Project Objective

  • Complete the comprehensive project document for the KIP Stage 1 in Lebanon.
  • Conduct detailed data collection on HFC consumption within the manufacturing sector to inform the national strategy.
  • Map and assess approximately 40 RAC (Refrigeration and Air Conditioning) manufacturing enterprises using HFCs.
  • Lay the groundwork for investment projects that will support companies in transferring to alternative low-GWP technologies.
  • Ensure Lebanon is positioned to freeze and gradually reduce HFC consumption as per Montreal Protocol requirements.
     

Achievements & Key Figures

  • Laid the technical and strategic groundwork for Lebanon’s HFC phase-down in line with the Kigali Amendment.
  • Mapped the RAC manufacturing sector and identified low-GWP technology pathways to support future industrial conversion under KIP Stage I.

GESI Component (Gender Equality and Social Inclusion)

The project aligns with the UNDP Strategic Plan's "Leaving No One Behind" principle, centering on equitable access to opportunities and a rights-based approach to human development. In the context of industrial conversion, the plan seeks to:

  • Ensure that the transition to new technologies does not disproportionately impact small-scale manufacturers or vulnerable workers within the sector.
  • Incorporate gender-sensitive assessments into the data collection phase to understand how technology shifts affect both men and women in the manufacturing labor force.
  • Promote inclusive participation in the consultation processes required to finalize the Stage 1 KIP document.
