As climate and disaster risks become more complex, local governments need reliable evidence to make informed decisions. Understanding where risks exist, who is most vulnerable, and what actions are needed is essential for protecting development gains and building resilience.
Developed by UN-Habitat in collaboration with the Department of Environment and Natural Resources (DENR) and the Department of Human Settlements and Urban Development (DHSUD), the Provincial Climate Risk Diagnostics (PCRD) helps provinces strengthen risk-informed planning, decision-making, and investment programming through science-based climate risk analysis.
Through the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme, supported by the Australian Government and implemented by UNDP in collaboration with UN-Habitat, provincial governments are gaining access to tools and evidence that support smarter planning, better-targeted investments, and more resilient communities.
