Project Overview
Stabilization has proven to be the most effective approach to establishing and expanding state authority in conflict environments. This project supports the Lebanese government in asserting a legitimate monopoly on the use of force and enhancing the operational readiness of security forces in the South. Grounded in the Lebanon Cessation of Hostilities Agreement (CoHA) and UNSC Resolution 1701, the intervention links security provision with infrastructure rehabilitation and income support to strengthen the social contract between the state and its citizens.
Project Objective
- Support the government in expanding central authority to the South and Nabatiyeh governorates.
- Strengthen the Internal Security Forces (ISF) to improve public order and relieve the LAF of law enforcement duties.
- Rehabilitate destroyed socio-productive infrastructure using a "building-back-better" approach.
- Provide immediate financial relief to vulnerable returnees and conflict-affected residents to pave the way for long-term livelihoods.
- Rebuild trust in state institutions by ensuring that all stabilization benefits are attributed directly to the central government.
Achievements & Key Figures
- ISF station rehabilitation: Procurement processes for the rehabilitation of Marjaayoun, Qana, and Nabatieh ISF stations, aligned with community policing standards, have been launched. Blueprint designs are finalized and all three stations are advancing through procurement stages, with works expected to begin in Q2 2026.
- Community safety interventions: In coordination with the ISF, complementary measures have been identified to reduce security threats, including the installation of road safety signage across Qana, Marjaayoun, and Nabatieh, and solar street lighting along the Tyre corniche and selected areas of Qana and Marjaayoun to improve safety and deter crime.
- Support to Nafaa in Nabatieh: Procurement processes have been launched to support the Vehicles Registration Department (Nafaa) through the provision of essential equipment and infrastructure upgrades, contributing to alleviating administrative bottlenecks and restoring more efficient public service delivery across the governorate.
GESI Component (Gender Equality and Social Inclusion)
The project is designated with a GEN2 gender marker, ensuring that gender equality is significantly integrated into all stabilization efforts. Key GESI interventions include:
- Training ISF on the Lebanese community policing concept with a specific focus on SGBV response.
- Targeting female-headed households for income-generation support and start-up grants.
- Ensuring that rehabilitated public facilities consider the specific needs of women, girls, and persons with disabilities.
- Monitoring IDP returns and intervention benefits using sex-disaggregated data to ensure equitable impact.
