Building a Connected Digital Future: Kyrgyzstan Strengthens GovTech and Digital Health Systems

Bishkek, 24 April 2026 — UNDP in partnership with the Ministry of Digital Development and Information Technologies and the Presidential Affairs Office of the Kyrgyz Republic organized a two-day workshop on digital development, bringing together representatives of key government institutions and partner organizations that advance the country's digital future. The workshop contributes to a more coordinated, whole-of-government approach to digital transformation aimed at improving public services and delivering better outcomes for citizens.

The workshop is being held under the Joint Programme of the UN SDG Fund "Bridging the Digital Divide in the Healthcare System of the Kyrgyz Republic." 

The workshop aimed at strengthening inter-agency coordination and establishing a unified national approach to digital transformation. This included fostering an integrated GovTech ecosystem and strengthening data-driven decision-making across sectors. 

Minister of Digital Development and Information Technologies of the Kyrgyz Republic Azamat Zhamangulov noted:

 “In recent years, the government has undertaken significant efforts. The contribution of our development partners, particularly UNDP, deserves special recognition in this regard. A foundational digital infrastructure has been established; interagency coordination is advancing through a data exchange platform; the range of electronic public services is expanding; new identification services are being introduced; and access to services for citizens is improving. This provides an important foundation.” 

Alexandra Solovieva, UNDP Resident Representative emphasized: 

“UNDP supports the Government of the Kyrgyz Republic in strengthening coordination, interoperability and a unified national approach to digital transformation. This includes integrating digital systems across sectors, improving access to public services and ensuring that digital solutions deliver practical results for citizens. Together with national partners, UNDP is supporting the integration of digital systems across healthcare and social services, from electronic sick leave to modernized information systems, improving efficiency of institutions and access to services, including for persons with disabilities.” 

During the workshop, participants examined the country's current digital landscape, reviewed success cases in the digitalization of public services, including in the healthcare sector and discussed systemic challenges that require a coordinated response. Particular attention was given to strengthening interoperability and ensuring that digital solutions are scalable and aligned with national priorities. Representatives of JSC "Tunduk" and State Institution "Kyzmat" presented their institutional perspectives on the national digital agenda. Participants identified priorities for developing the GovTech digital ecosystem and developed recommendations for future project proposals. 

At the dedicated session on the digitalization of healthcare and social protection, participants discussed interoperability between systems, reviewed findings from an IT systems audit in digital health, examined international standards (FHIR, HL7), and developed practical KPIs for measuring progress in the sector's digital transformation. 

The workshop served as a platform for dialogue and exchange between government bodies, digital infrastructure operators and international partners. 

UNDP reaffirmed its commitment to continuing support for the Government of the Kyrgyz Republic in implementing the National Digital Strategy to 2028, including developing digital competencies, strengthening IT governance and inter-agency cooperation.  

The Joint Programme, funded through the UN SDG Fund with support from the European Union and implemented by WHO, UNDP, UNFPA and UNICEF under the leadership of the UN Resident Coordinator in the Kyrgyz Republic, aims to strengthen Kyrgyzstan's digital health system.
