Ministry of Marine Resources and UNDP sign agreement to advance Libya’s Blue Economy

Tripoli, 16 April 2026 – The Ministry of Marine Resources and the United Nations Development Programme (UNDP) have signed a Memorandum of Understanding (MoU) to advance Libya’s Blue Economy through strengthened governance, sustainable livelihoods, and the sustainable management of marine resources. 

The agreement establishes a framework for collaboration across key areas, including the development of a National Blue Economy Strategy, strengthening institutional capacities, advancing aquaculture, protecting marine ecosystems, and enhancing marine research and data systems. 

With its extensive Mediterranean coastline, Libya is well positioned to diversify its economy through the sustainable use of marine resources. Unlocking this potential can contribute to job creation, food security, and environmental resilience, while reducing reliance on traditional sectors. 

This partnership builds on ongoing collaboration between UNDP and national institutions to advance the Blue Economy agenda, with the support of the Government of Italy. It aims to support Libya in translating policy priorities into investable programmes, strengthening institutions, and unlocking sustainable economic opportunities while safeguarding marine ecosystems. Over the past year, UNDP has supported the Ministry of Economy and Trade and the National Blue Economy Committee through a series of engagements, including a national workshop that brought together stakeholders from across sectors. These efforts helped define priorities, identify opportunities and challenges, and lay the groundwork for Libya’s first National Blue Economy Strategy. 

Speaking at the signing, H.E. Adel Sultan, Minister of Marine Resources, said: “This agreement marks an important step in strengthening the sustainable management of Libya’s marine resources, in line with our national priorities of economic diversification, food security, and environmental protection. It reflects our commitment to modernizing the sector, enhancing governance, and creating new opportunities for local economic development. Through this partnership, we aim to translate our vision for the Blue Economy into concrete programmes that deliver tangible benefits for Libya’s economy and coastal communities.”

The Blue Economy offers a pathway to diversify the economy while protecting marine ecosystems and creating new opportunities for communities along the coast. This partnership reflects a shared commitment to move from strategy to implementation, building on the strong foundations already established with national partners,” said Dr Sophie Kemkhadze, UNDP Resident Representative in Libya. 

Through this MoU, UNDP will provide technical support to strengthen planning and governance in the marine resources sector, enhance institutional capacities, and support the development of sustainable value chains, including aquaculture. The partnership will also promote nature-based solutions and support scientific research and data systems to inform evidence-based decision-making. 

By integrating policy development, institutional strengthening, data and research systems, and investment pathways, the collaboration aims to operationalize Libya’s Blue Economy and accelerate the transition towards a more diversified, resilient, and sustainable economic model.
