With support from UNDP and the Government of Japan, a training programme on pre-trial standards has been conducted for representatives of NABU and SAPO.
Training strengthens pre-trial investigation standards in the anti-corruption sphere

Kyiv, 10 March 2026 – Representatives of the National Anti-Corruption Bureau of Ukraine and the Special Anti-Corruption Prosecution and the Specialized Anti-Corruption Prosecutor's Office have undergone training under the final module of the “Pretrial investigation standards. Anti-Corruption Edition” programme. The main goal of the programme is to build a shared understanding of pre-trial investigation standards and to strengthen coordination between anti-corruption institutions.
Over the course of three modules, participants examined pre-trial investigation through the lens of project management — including goals, teams, constraints, risks, and resources. They discussed planning not as a formality but as a process of thinking, alignment, and documenting team agreements. Participants also reviewed practical cases related to the relevance, credibility, and sufficiency of evidence, as well as the topic of indirect evidence.
The participants analysed the experience of selecting preventive measures and reflected on approaches to their application. They discussed risk assessment; the boundaries of necessity and proportionality; and how decisions on preventive measures influence the subsequent logic of proceedings.
In addition, participants worked on developing their soft skills. For example, together with trainers, they created a shared ethical compass by exploring moral dilemmas and practiced negotiation strategies as tools for professional interaction.
The development programme was implemented at the initiative of the National Anti-Corruption Bureau of Ukraine. It was developed and implemented by the JustLearn hub of the JustGroup organization, with support from the “Inclusive Recovery Support for Resilience and Human Security in Ukraine” project, which is implemented by the United Nations Development Programme (UNDP) in Ukraine and financed by the Government of Japan.
