Armenia Adopts Ambitious New Climate Commitments in Nationally Determined Contribution (NDC 3.0)

The Government of Armenia has taken a bold step forward in its climate agenda with the adoption of its Nationally Determined Contribution (NDC 3.0) for 2026-2035 and associated Implementation Plan by Government Decision No. 1962-L on 25 December 2025. The updated NDC was subsequently submitted to the UNFCCC Secretariat on 31 December 2025, reaffirming Armenia’s commitment to global climate action under the Paris Agreement.
The development of Armenia’s NDC 3.0 was led by the Ministry of Environment and supported by the UNDP. Building on previous contributions, the NDC 3.0 sets a single-year target for 2035 to reduce economy-wide greenhouse gas (GHG) emissions by 44% unconditionally and 52% conditionally compared to 1990 levels.
This enhanced ambition is backed by a detailed implementation plan, comprising 35 mitigation measures (22 unconditional, 13 conditional) and 41 adaptation measures across key sectors including energy, transport, agriculture, forestry, water, health, and tourism. The plan clearly defines actions, responsible institutions, and indicative budgets, ensuring greater transparency, accountability, and integration into national development priorities.
The NDC 3.0 also features strengthened components on gender equality, social inclusion, and resilience, in line with the principles of the Paris Agreement and Armenia’s national strategies. Extensive stakeholder consultations ensured the targets reflect the voices of women, youth, communities, civil society, and key economic actors.
Armenia’s updated NDC sets a clear trajectory toward the country’s long-term climate neutrality vision while unlocking opportunities for green investment and sustainable development.
