Who are the decision makers?

Ms. Natia Natsvlishvili is the Resident Representative of the United Nations Development Programme (UNDP) in Armenia, an office with over 130 employees and over $20 million in annual budget.

Prior to arriving in Armenia, Ms. Natia Natsvlishvili served as Resident Representative a.i. at UNDP Turkmenistan Country Office. She has promoted UNDP’s positioning as the partner of choice for government and other development stakeholders, as well as led doubling of the Country Office portfolio in volume and diversity. Prior, Ms. Natia Natsvlishvili served as Assistant Resident Representative, Head of Programme, as well as Governance Team Leader at UNDP Georgia Country Office (2007-2018).

Before joining UNDP, Ms. Natia Natsvlishvili worked as Economist at the International Monetary Fund office in Tbilisi, OSCE Mission to Georgia and National Bank of Georgia. She has rich academic experience, delivering various courses in leading Georgian universities during 2002-2010.

Ms. Natsvlishvili holds a Master’s degree in Public Policy from Harvard University, Kennedy School of Government (2002), and Master in Physics and Mathematics from Tbilisi State University (2000).

Mr. Konstantin Sokulskiy has served as Deputy Resident Representative of the United Nations Development Programme (UNDP) in Armenia since January 2022. In this capacity, he leads the strategic direction and delivery of UNDP’s programme and operations, with a focus on climate action and green transition, socio-economic resilience, democratic governance, and crisis response.

With more than 15 years of experience in international development and public service, Mr. Sokulskiy has led large-scale development programmes, multidisciplinary teams, and diverse, high-impact portfolios across complex and rapidly evolving environments. His experience includes responding to and managing programmes in the context of refugee crises, pandemics, natural disasters and other complex emergencies.

Prior to his current position, Mr. Sokulskiy served in several senior capacities with UNDP, including as Assistant Resident Representative in Kazakhstan and as Head of Governance a.i. in Tajikistan. In these roles, he led major governance and public-sector reform programmes, working closely with government institutions, development partners and international financial institutions.

Before joining UNDP, Mr. Sokulskiy led an EU-funded civil service reform initiative in Kazakhstan and represented the German Hanns Seidel Foundation in the country. He also held positions in Kazakhstan’s public sector, including with the Ministry of Education and the National Centre for Civil Service Personnel Management. Earlier in his career, he gained international private-sector experience with Allianz SE at its headquarters in Munich, Germany.

Mr. Sokulskiy holds a Master’s degree in International Relations from the University of Eichstätt-Ingolstadt, Germany, and a Diploma in History, Economics and Law from Eurasia National University in Kazakhstan.
