Project Summary
The Project is focused on establishing a clear, results-driven strategic planning and budgeting system in Uzbekistan, aligned with the Sustainable Development Goals (SDGs) and green development priorities. Specifically, the project aims to strengthen the institutional and technical capacities of the Government to transition towards an SDG-oriented budgeting framework, using green budgeting mechanisms to achieve measurable improvements in economic, social, and environmental outcomes. By focusing on enhancing the effectiveness of decision-making, financing, and monitoring, the project contributes to sustainable development by promoting a more coordinated approach towards SDG and green priority implementation.
The Project's goal is to bring about a significant shift in the budgeting process and to foster a proactive culture of performance-based, sustainable, and programmatic budgeting across government institutions. This shift is expected to produce measurable changes in the behaviour and performance of government, especially in budgeting, planning, and SDG tracking, through a stronger focus on outcome-based resource allocation and green budgeting.
Expected results:
Harmonized decision-making and budgeting system that streamlines public spending with SDG and national development goals, fostering policy coherence and fiscal sustainability.
Enhanced Uzbekistan’s capacity to integrate climate and environmental priorities into fiscal policies and public financial management.
Strengthened capacity of the specialists/trainers Ministry of Economy and Finance (MOEF) and line ministries to implement and scale up program budgeting.
