The Green Climate Fund and UNDP support the strengthening of Moldova’s capacities for climate action

The Green Climate Fund and UNDP Moldova are supporting the Republic of Moldova in its efforts to strengthen institutional and technical capacities for more effective and coordinated climate action.

On 31 October 2025, the launch event of the project "Capacity building for climate action in the Republic of Moldova" took place, bringing together representatives of public authorities, civil society, and development partners.

The project will support the operationalization of the National Climate Change Commission by developing operational regulations and establishing a dedicated secretariat. It will also contribute to the development of sectoral and budgetary policies, the formulation of project concepts eligible for funding and the reduction of community vulnerabilities by enhancing local resilience.

Strengthening capacities for climate action is not only about institutional development, but also about a shift in perspective that places people and communities at the center of decisions related to climate and sustainable development. The impacts of the climate crisis are not felt equally: women, children, youth, older people, and persons with disabilities require measures adapted to their specific realities.

"Climate change compels us to view every decision through the lens of its impact on people. This project provides us with the necessary tools to turn public policies into tangible results that address the real needs of citizens and contribute to a sustainable and equitable future for the entire country," said Aliona Rusnac, State Secretary, Ministry of Environment.

“Climate action can heal nature, as well as transform people’s experience of the world around them and their well-being. Women, children, youth, and vulnerable groups are among those most affected by climate change and our solutions should start from their realities. Through this project, we aim to strengthen the Republic of Moldova's capacity to effectively respond to these challenges and to integrate equity and inclusion into climate policies,” said Daniela Gasparikova, UNDP Resident Representative to the Republic of Moldova.

The UNDP project will contribute to the implementation of the Nationally Determined Contribution 3.0 (NDC 3.0), the strategic document reflecting Moldova’s commitments under the Paris Agreement. NDC 3.0 includes ambitious measures to reduce greenhouse gas emissions and to adapt to climate change, aligned with the goal of achieving climate neutrality by 2050.

The project "Capacity building for climate action in the Republic of Moldova" is implemented by UNDP in partnership with the Ministry of Environment, with financial support from the Green Climate Fund. The project has a duration of 24 months and a total budget of approximately US$1 million. Through this initiative, the Republic of Moldova will benefit from UNDP’s global expertise, facilitating knowledge exchange and access to international climate finance platforms.

The adaptation component of NDC 3.0 was developed in 2024–2025 with UNDP Moldova’s support, in close collaboration with national and local authorities. It builds upon the National Climate Change Adaptation Programme, also developed with UNDP support.

The previous NDC 2.0 was developed in 2020 with support from UNDP and the European Union.

To keep global warming within 2°C above pre-industrial levels, most countries of the world signed the Paris Agreement in 2015. Under this accord, signatory countries committed to updating their NDCs every five years to monitor and evaluate progress, and to set more ambitious targets to achieve the objectives of the Paris Agreement.
