Democracy begins in communities. It is in municipalities, schools, youth centers, and digital platforms where citizens most directly engage.
This December marks thirty-five years since Albania embarked on its journey toward democracy. The transition from a closed, authoritarian system to an open, pluralistic society demanded immense courage, resilience, and a shared hope for a better future.
Today, as we commemorate the International Day of Democracy 2025, Albania stands at a defining moment—deeply engaged in EU accession talks and pursuing bold reforms.
UNDP has been proud to accompany Albania on this path. Our partnership has grown alongside the country's progress, from supporting democratic elections and serving as the government’s first internet provider to helping build institutions that uphold the rule of law. Together with government, civil society, and communities, we have worked to strengthen governance, promote human rights, and ensure democracy delivers for all.

Through our programs with local governments, UNDP has helped make governance more inclusive and transparent. Municipalities have adopted participatory tools to ensure public funds for civil society organizations are allocated fairly and reflect local priorities.
Equally important are our partnerships with civil society organizations. They do more than implement projects—they amplify citizen voices, champion rights, and bring practical solutions to the policy agenda. As advocates and partners, they are vital in shaping decisions that affect people's lives and in sustaining a vibrant, resilient democracy.
Young people are also stepping into civic spaces, contributing ideas, and shaping their communities' futures. Youth forums and local initiatives create platforms for structured dialogue, enabling them to influence decisions and set priorities. Fostering this active citizenship and ensuring the next generation is heard will be critical for Albania’s future.
A true democracy must reflect the diversity of society. UNDP partners with the government to support local initiatives that engage youth, women, people with disabilities, and minority groups—focusing on education, social protection, gender equality, and environmental sustainability. These efforts help ensure everyone's voice is not only heard but actively included. At its core, democracy means leaving no one behind.
UNDP is also proud to support the deployment of digital tools, like the EU4Schools Transparency Portal, which allows citizens to track school reconstruction in real time. This is one example of how technology can be harnessed to build transparency and accountability.
UNDP remains committed to walking this path with Albania, supporting its aspirations for a just, inclusive, and democratic society—one that reflects the aspirations of all its citizens.
