Viet Nam National Plastic Action Partnership (NPAP) launches Policy Task Force and Convenes the National Consultation for the Global Plastics Treaty

Ha Noi, 9-10 July 2025 – The Viet Nam National Plastic Action Partnership (NPAP), a multi-stakeholder platform chaired by Vice Minister Le Cong Thanh of the Ministry of Agriculture and Environment (MAE), convened its 6th Mid-Year Leadership Board Meeting. As part of the conference, a national consultation session was held to support the Viet Nam delegation in preparing for the second part of the fifth session of the Intergovernmental Negotiating Committee (INC-5.2) on the Global Plastics Treaty.
Marking five years of NPAP’s continuous efforts to connect stakeholders in tackling plastic pollution, the event brought together more than 90 in-person and online participants representing government agencies, embassies, businesses, associations, international organizations, and development partners from across the NPAP Viet Nam network.
A key outcome of the meeting was the review of NPAP’s implementation progress to date, the update of the Leadership Board’s membership for 2025–2026, strategic discussions on the upcoming phase, and the official launch of the NPAP Policy Task Force.
Ms. Ramla Khalidi, Resident Representative of UNDP Viet Nam and Vice Chair of the NPAP Leadership Board, highlighted: “Since its launch in 2020, NPAP Viet Nam has brought together over 200 organizations and supported more than 160 projects to address plastic pollution. It has catalyzed over 570 innovative solutions, with investments exceeding 1 million USD. The partnership has played a pivotal role in shaping national plastic-related policies and promoting inclusive principles across its initiatives. These achievements lay a strong foundation for NPAP to continue evolving as a mature, nationally owned, and sustainable platform.”
From Data to Action and Financing Roadmap
The technical workshop “From Data to Action” was held as part of the Leadership Board meeting, focusing on data-driven approaches to advance plastic circular economy solutions. This workshop featured diverse stakeholders including the Vietnam Plastic Association, GIZ, CEL Consulting, the University of Architecture, and Phenikaa University. Insights ranging from plastic material fl ow, plastic waste auditing to informal sector integration into solid waste management were shared to inform practical decision-making and initiative implementation.
A consultation session followed by a dynamic open discussion, facilitated by representatives from KLINOVA and KPMG, was dedicated to reviewing NPAP Viet Nam's financing roadmap and capital mobilization for plastic circularity. This provided a valuable platform to exchange insights on investment needs and financing mechanisms necessary for NPAP and circular economy initiatives to support Viet Nam's plastic pollution reduction goals over the next five years.
Official launch of the Policy Task Force
The 6th NPAP Leadership Board officially launched the Policy Task Force, a mechanism designed to help address policy gaps and promote alignment across regulatory frameworks related to plastic action and circularity. This newly established Task Force will operate in close collaboration with two existing Task Forces on Innovation and Financing, and on Gender Equality and Social Inclusion (GESI), thereby reinforcing an integrated approach to tackling plastic waste and plastic pollution in Viet Nam.
Chaired by Mr. Ho Kien Trung, Deputy Director General of the Vietnam Environment Agency (MAE), the technical group brings together 15 members who are policy makers, the private sector, researchers and development partners.
Speaking at the launch ceremony, Mr. Ho Kien Trung, Deputy Director General of the Viet Nam Environment Agency (MAE), shared, “The Policy Task Force will play an important role in shaping Vietnam’s plastic circularity roadmap. The Task Force’s activities will strengthen the policy framework needed for long-term, systemic changes and contribute to Vietnam’s commitment to building a sustainable plastic circular economy.”
Congratulating this milestone of NPAP Viet Nam, Ms. Clemence Schmid, Director of the Global Plastic Action Partnership (GPAP) at the World Economic Forum (WEF), stated “With 25 countries now part of the Global Plastic Action Partnership, we are seeing an unprecedented level of international commitment to tackle plastic pollution at its root. Viet Nam, as one of the fi rst countries to pioneer the NPAP model, has demonstrated what national leadership, multi-stakeholder collaboration, and data-driven, inclusive solutions can achieve. The launch of the Policy Task Force is another milestone in Viet Nam’s journey toward a circular plastics economy that protects both people and the planet.”
Throughout the event, members of the NPAP Leadership Board and Task Forces also assessed the implementation progress of NPAP initiatives, outlined strategic directions for the remainder of 2025 and sustainability outlooks for 2026.
National Consultation for the Global Plastics Treaty
One key policy discussion that followed was the national consultation for the Global Plastics Treaty, the second part of the fi fth session of the Intergovernmental Negotiating Committee (INC-5.2) to take place in August 2025 in Geneva, Switzerland.
During the session, Ms. Clemence Schmid, Director of the Global Plastic Action Partnership (GPAP) at the World Economic Forum (WEF), shared updates on the Global Plastic Treaty negotiations, outlining significant progress achieved during the previous INC 5.1 session, highlighted pending challenges, and proposed strategic next steps for moving the Treaty development process forward.
The International Cooperation Department of MAE presented the comprehensive outcomes of the negotiation process and detailed briefings on the Asia-Pacific Group (APG) and Heads of Delegations (HoDs) Meetings.
The consultation also featured vital discussions and recommendations from various perspectives, including independent experts, associations, and NGOs, to inform Viet Nam's negotiation position and priorities at INC-5.2.
Mr. Vu Duc Dam Quang, Deputy Director General of the International Cooperation Department (MAE), Head of the Viet Nam delegation at INC-5.2, affirmed “This is a critical time for Viet Nam to proactively shape proposals that are suitable to national conditions, while also promoting its role as an active member of the Asia-Pacific region in the process of developing the Global Agreement.”
The 6th Leadership Board Meeting marks a renewed commitment to collectively addressing the growing challenges of plastic pollution through shared responsibility, resource mobilization, and informed policy solutions. The two-day conference also critically highlights the importance of coordinated engagement to ensure a successful and effective negotiation process for Viet Nam at INC-5.2. This biannual platform organized by NPAP serves as a pivotal tool for multi sectoral stakeholders to consolidate their expertise, share diverse perspectives, and align interventions to deliver Viet Nam's national targets, including a 75% reduction in marine plastic litter by 2030, the elimination of single-use plastics in coastal provinces, and the implementation of Extended Producer Responsibility (EPR) across the country./.
