Our Strategic Plan 2026-2029 sets a new direction focused on driving comprehensive structural change through systems thinking. Moving beyond traditional sectoral solutions, this approach is our new benchmark for success in shaping the future of development in response to complex, interconnected challenges. Building on UNDP’s 60 years of expertise across 170 countries, this new strategy allows us to focus and prioritize where country demands are greatest, empowered by advanced accelerators like digital and AI transformation. By working together in this way, we aim to expand people’s choices for a fairer, sustainable future, where no country has to choose between human development and the health of our planet.

Democratic Governance

UNDP invests in the democratization process, good governance, transparency, rule of law and access to justice to build an inclusive social.

UNDP builds peace through enhanced local governance and participation, which build trust between citizens and state institutions; improved and more equitable access to basic social services; and economic opportunities providing decent and meaningful jobs.

Environment and Climate Change

UNDP will harness the expertise of the United Nations Environment Programme combined with UNDP’s global experience in climate change mitigation and adaptation to support state institutions in devising a greener and more risk-informed growth strategies and stakeholders in accelerating energy transition through renewable energy investments for vulnerable communities and devising needed policy, institutional and legal frameworks; support institutions in improving water security; and support cross-sectoral risk-informed and gender responsive planning to enhance nexus between energy and water, and food security.

Gender Equality and Women Empowerment

Gender inequality is a persistent challenge in Libya. The country's ranking in the Global Gender Inequality Index (GII) has dropped from 56 in 2019 to 61 in 2021. Although there have been some improvements in women's education, representation in parliament, and participation in the labour force, much more needs to be done to promote gender equality and empower women in Libya.
