Welcome to the Stakeholder Response Mechanism (SRM) 

 

Are you concerned about a UNDP project? 

UNDP is committed to being transparent and accountable to its partners, beneficiaries, and the public. It has Social and Environmental Standards (SES) that guide its work and ensure that it respects human rights and the environment. If you think that a UNDP-supported project or programme may have caused, or may cause, adverse impacts to you or your community, you may raise your concerns through UNDP's Stakeholder Response Mechanism. 

About SRM 

The UNDP Libya Stakeholder Response Mechanism (SRM) is designed to address stakeholders' concerns and complaints about the social and environmental impacts of UNDP-supported projects. The SRM allows you to raise your concerns and seek a resolution. The SRM team will work with you and other stakeholders to find a mutually acceptable solution. This mechanism supports transparency, accountability, and responsiveness in UNDP operations. 

Who may file a complaint? 

Any person or community that believes the environment or their well-being may be affected by a UNDP-supported project or programme may file a complaint. A representative, such as a civil society organization, may also file a complaint on behalf of affected communities. 

How It Works 

The SRM provides a structured process for stakeholders to submit their concerns and receive timely and appropriate responses. The mechanism includes: 

  • Submission of Complaint: Stakeholders can submit their complaints through the online complaint registration form or by email. 
  • Acknowledgement of Receipt: The SRM team will acknowledge receipt of the complaint. 
  • Eligibility Determination: The SRM team will review the complaint and determine whether it is eligible under the SRM. 
  • Assessment of Complaint: The SRM team will assess eligible complaints and work with relevant stakeholders to identify an appropriate response. 
  • Response and Follow-up: The SRM team will communicate the proposed response to the complainant and monitor the implementation of agreed actions. 
  • Escalation/Referral: If the concern cannot be resolved through the SRM, or requires independent or corporate-level handling, the complainant may be informed of other available options, including referral to the UNDP Headquarters SRM or the Social and Environmental Compliance Unit (SECU). 
  • Closure of the Case: The SRM team will document and track the complaint and agreed actions and close the case when appropriate. 

How to Submit a Complaint? 

To help UNDP assess your concern, please provide the following information: 

  • Name, address, telephone number, and other contact information; 
  • Whether you wish to keep your identity confidential during the initial assessment and why; 
  • Name, location, and nature of the UNDP-supported project or programme linked to your complaint; 
  • How you believe you have been, or are likely to be, adversely affected by the UNDP-supported project or programme; and 
  • A description of other efforts, including other dispute resolution processes, you have undertaken to resolve your concerns.
