Our Strategic Plan 2026-2029 sharpens the focus on what UNDP does best: supporting systemic change, through integrated development solutions driven by national priorities. For six decades, UNDP has shaped the progress of human development, providing integrated support at scale to improve lives for millions of people worldwide.

UNDP will continue to support countries’ progress towards high human development, while protecting the planet. Four strategic objectives – prosperity for all, effective governance, crisis resilience and healthy planet – define its strategic direction, powered by three accelerators: digital and AI transformation; gender equality; and sustainable finance. All are underpinned by a commitment to human rights and to leaving no one behind.

Inclusive growth
Inclusive growth

Our focus is on sustainable, inclusive and green jobs creation, integrity-based business development, private sector involvement in Sustainable Development Goals achievement, transparent and accountable, efficient and inclusive service provision, and equal and equitable access to economic opportunities. UNDP aims to strengthen policies and institutions that address barriers for the inclusion of vulnerable groups in the labour market, for a conducive business environment and for improved living standards. UNDP aims to support the Government in the digital transformation and digitalization of key public services, including through the support in the development of a new Digital Strategy, further engagement with local vibrant ICT community for digital solutions and building of trust in digital services.

Effective governance
Effective governance, justice & human rights

Trust in institutions is the prerequisite for the socio-economic development. Just and inclusive institutions have the capacities to plan, implement and report on policies and deliver services. Effective service delivery of quality, human rights based and gender responsive becomes possible when the real needs of the rights holders stay at the foundation of the decision-making process. UNDP is supporting the Government to employ evidence-based approach in policy making to target the most vulnerable and ensure resilient response in the crisis context.

Climate change, environment & energy
Climate change, environment & energy

UNDP is assisting the Government of Moldova in its transition towards low-emission, green and climate-resilient development, by building up institutional, legal and individual capacities to respond to the green and resilient development objectives. A special focus is placed on exploring the mitigation potential through promotion of renewable energy solutions, which currently is standing at 25,06% in the total energy mix, energy efficiency measures and resource efficiency production and consumption. At the same time, support to the reform and modernization of environmental management systems conducive to green development and EU standards are being provided.

Gender equality

In Moldova, UNDP works to help the country shift systems and power structures that generate gender inequalities and women’s disempowerment. A particular emphasis is placed on promoting measures that offer more opportunities for women to participate in decision-making, to be more competitive on the labor market, to take leadership positions in the private sector and to stand jointly against the gender-based violence. UNDP will work through its six signature solutions: on poverty and inequality; governance; resilience; environment; energy; and gender equality.

Digital transformation

UNDP supports the Government of the Republic of Moldova in developing a comprehensive National 2023-2030 Digital Transformation Strategy. It will implement a whole-of-society approach to ensuring the engagement of local leaders, companies, and digital innovators, developing a thriving local digital ecosystem built on inclusivity, sustainability, accountability, and human rights.
