Stabilization Programme

Since 2017, the Province of Cabo Delgado in Mozambique has been facing an escalating conflict, compounded by a fragile situation of chronic underdevelopment, consecutive climatic shocks, and recurrent disease outbreaks. Violent attacks by Non-State Armed Groups (NSAGs) have further heightened protection risks, especially for women and girls. Where NSAGs have attacked, public infrastructures and equipment have been looted, damaged, and destroyed, and the loss of operational capacity and the human cost of the conflict have hindered State capacity to deploy public services in conflict affected areas.

As of July 2022, 1.5 million people in Northern Mozambique needed lifesaving and life-sustaining assistance as a result of continued armed conflict, violence and insecurity. The most affected districts were those directly hit by the armed conflict – Macomia, Mocimboa da Praia, Palma, Quissanga, Muidumbe and Nangade – as well as those hosting the highest number of displaced people, namely Chiure, Metuge, Montepuez, Mueda and Pemba. The government of Mozambique has responded with military action and reclaimed a number of areas that had been occupied by NSAGs. Since June 2022, however, members of NSAGs have started to target villages in the southern districts of Cabo Delgado, reaching the Province of Nampula in late August 2022. Prior to the arrival of the first foreign troops on the ground in July 2021, UNDP in partnership with ADIN had initiated stabilization interventions to assist the government of Mozambique in its efforts to re-establish the presence of the State in the reclaimed areas, paving the way for the reconstruction and subsequent safe and voluntary return of IDPs to their areas of origin. By mid-June 2022, the State Government reported that nearly 200,000 persons had returned to their original districts.

UNDP Stabilization contributes to stabilization through time bound, localized, integrated, civilian programmes with the primary purpose of building trust between communities and legitimate authorities and laying the foundations for longer-term recovery, peacebuilding, and development programmes. The focuses is on the three followings outputs: Community security is improved with a focus on Rule of Law and Access to Justice, creating the foundation for social cohesion, peace and development Basic services and public infrastructure are rehabilitated, functional, and accessible and the capacity of local authorities are developed to improve access to service delivery Socio-economic support is provided to individuals and communities, including immediate livelihood support for affected populations The approach emphasizes the localized nature of interventions, a limited time frame for achieving intended results, civilian leadership, delivering a tangible peace dividend, multi-stakeholder partnerships, and seeking to increase legitimate political authority. Building trust is an essential aspect of an improved social contract, the latter defined as an actual or hypothetical agreement among the members of an organized society that defines and limits the rights and duties of each. 

 

 

Main interventions of the UNDP Stabilization Programme

Support to the National Strategies UNDP’s stabilization engagement in Mozambique is part and parcels of the Government’s priorities in Cabo Delgado, as embodied in the reconstruction plan (PRCD), and contributing to the Northern Resilience and Integrated Development Program (PREDIN) as well as to the Recovery and Peacebuilding Assessments (RPBA). Along those lines, the present programme is fully integrated with other components of UNDP cooperation in the country, as part of its new 2022- 2026 programme cycle, with complementarity with UNDP’s decentralization programming, as well as with its program on Rule of Law and Access to Justice and social cohesion and peace building work. As this programme is constructed on community and area-based approaches, strong linkages will also be maintained with the rest of the UNDP programming so as to ensure needed policy linkages.
