Strengthening Local Leadership for Resilience

UNDP, INGD, and KOICA Advance Disaster Preparedness and Social Cohesion Training in Nampula

Nampula, 11 November 2025 – The United Nations Development Programme (UNDP), in partnership with the Government of Mozambique, the National Institute for Disaster Management and Risk Reduction (INGD), and with the support of the Korea International Cooperation Agency (KOICA), launched today the fourth nationwide capacity-building initiative in Nampula City, Nampula Province.

The four-day training (11–14 November 2025) brings together 38 focal points from the INGD’s Provincial and District Technical Councils for Disaster Management (CTPGD/CTDGD) and Operational Emergency Centres (COEs) representing the districts of Nampula, Meconta, Rapale, Eráti, Memba, and Monapo. Participants are gaining essential knowledge and practical skills in disaster risk reduction (DRR), climate adaptation, risk communication, conflict sensitivity, social cohesion, and humanitarian response.

Building on the success of last week’s training in Cabo Delgado, Chimoio, and Manica Province, this session continues UNDP’s systematic rollout across five high-risk provinces. Nampula, one of Mozambique’s most populous provinces, sits within the intertropical convergence zone, exposing it to cyclones, heavy rains, droughts, and epidemics—factors that make resilience-building efforts even more crucial.

During the opening session, Mr. Nelson Ludovico, INGD Regional Director for the North, expressed appreciation for KOICA and UNDP’s partnership, emphasizing that “this capacity-building activity is crucial in two ways: first, it demonstrates the Government’s ongoing commitment to strengthening human capacity at decentralized levels, where the first responders are found; and second, it challenges participants to translate the knowledge gained into concrete actions that improve disaster prevention, preparedness, and response.” He added that the training must lead to tangible results on the ground, contributing to stronger resilience and social cohesion across Nampula.

Ms. Anacleta Botão, INGD Delegate for Nampula, underlined that “disaster management and social cohesion are issues that concern all sectors, not just INGD. All stakeholders must coordinate and strengthen their responses to protect communities.” She further encouraged participants to disseminate the acquired knowledge through existing technical and coordination mechanisms, helping reduce vulnerabilities and reinforce resilience.

Representing UNDP, Ms. Manuela Muianga acknowledged KOICA’s continued support, which has made it possible to expand this initiative across Mozambique’s central and northern provinces. She conveyed greetings from UNDP senior management and reaffirmed UNDP’s strong commitment to the Resilience Agenda, urging participants “to keep this effort alive by sharing experiences and applying the knowledge gained to make a difference in their daily work at district and provincial levels.”

The Nampula training represents a key milestone in UNDP’s ongoing commitment to equip 175 INGD focal points from Cabo Delgado, Nampula, Niassa, Sofala, and Manica with the tools and knowledge to integrate disaster risk reduction and social cohesion into local planning and response systems. By empowering local leadership and institutions, the initiative strengthens community-centered preparedness and promotes inclusive, sustainable resilience.
