The UNDP Resident Representative is the UNDP Administrator's representative at the country level, and head of the country office being ultimately accountable for UNDP’s programme and operations, including for the quality and sustainability of UNDP interventions on the ground.
Edo Stork
UNDP Resident Representative for Mozambique
Mr. Edo Stork is the new UNDP Resident Representative (RR) in Mozambique from September 30th, 2023. Prior to his appointment in Mozambique, Mr. Stork was UNDP Resident Representative in Angola between 2020 and 2023.
Mr. Stork has over twenty-one years of experience at the United Nations having begun his career in the United Nations system in 2001, as a Junior Professional Officer in the UNDP Fiji Multi Country Office covering 10 Pacific Islands Countries in the South Pacific. Subsequently, he became UNOPS Regional Coordinator, managing the UNOPS/UNDP e-Pacifika project covering the UNDP offices in Fiji, Papua New Guinea and Samoa between 2003 and 2004.
From 2005 to 2008 he served as Programme Specialist at UNDP Headquarters in the Centre for Business Solutions and at the Management Consulting Team (MCT) in the Bureau of Management. Subsequently, he served as UNDP Deputy Resident Representative (DRR) Programme and Operations in Trinidad and Tobago (2008-2012) covering Trinidad and Tobago, Aruba, Curacao, and Sint Maarten, and he served as UNDP DRR in Honduras (2012-2015). While in Honduras, he was UNDP Resident Representative ad interim (from January 2013 to April 2014). He further went on to serve as UNDP Deputy Resident Representative in Peru between 2016-2020.
Before entering in the UN system, Mr. Stork worked for the bilateral international development cooperation of the Netherlands in Peru (1999-2001) and in Swaziland (1995-1997). He also has experience in the Dutch private and public sector having worked at the ABN AMRO Bank Headquarters in Amsterdam and the Dutch National Theatre Institute in Amsterdam.
Mr. Stork holds a master’s degree in computer science from the Free University of Amsterdam, specialized in Artificial Intelligence. He is originally from Netherlands, married with one daughter and speaks fluent Dutch, English, Spanish and Portuguese and has basic knowledge of French and German.
Cleophas Torori
UNDP Deputy Resident Representative (Programme) for Mozambique
Mr. Cleophas O. Torori assumed duty on 6 September 2023 as the new Deputy Resident Representative for Programme for UNDP Mozambique. Prior to that, he served in the same capacity in UNDP Ethiopia between August 2019 and July 2023. Before that, he served as Deputy Director for Programme, UNDP Liberia between 2013 and 2019. He also worked as Chief Technical Advisor, Public Sector Reforms in Sierra Leone between 2010-2013.
Given the country contexts he has worked in, Mr. Torori has gained experience in the design and implementation of a range of complex programs focusing on post-conflict stabilization, recovery and rehabilitation, supporting transitions from humanitarian to peace keeping to development with a deep knowledge of that nexus.
Mr. Torori has 24 years working with the United Nations, primarily UNDP, and over 30 years professional experience, combining academia and civil society, deepening experience in the application of rigorous evidence-based, multi-stakeholder approaches with specialization in public policy analysis using this knowledge to support big programmes in the areas of rule of law, governance and public sector reform, emergency capacity building, etc.
Mr. Torori has a masters degree in political science, specializing in Public Policy Analysis from the University of Nairobi in Kenya. A Kenyan national, Mr. Torori is married with 2 children.
Muminat Al-Khatib
UNDP Deputy Resident Representative (Operations) for Mozambique
Ms. Muminat Al Khatib assumed the role of Deputy Resident Representative (Operations) for UNDP Mozambique on 14 July 2025. With more than 24 years of experience spanning the United Nations system and the private sector, she brings extensive expertise in programme management, finance, and operations, and has a proven track record of driving complex development initiatives in challenging contexts.
From 2021 to June 2025, Ms. Al Khatib served as Head of the Programme Management Support Unit at the UN Capital Development Fund (UNCDF) in New York. In this capacity, she led reforms to strengthen operational effectiveness across multiple regions—including West and East Africa, the Middle East, Latin America, and Asia-Pacific—focusing on financial inclusion, climate adaptation, and sustainable development, while ensuring alignment with global priorities.
Between 2017 and 2020, she was a Programme Specialist with UNDP in Papua New Guinea, where she oversaw initiatives in governance, climate resilience, environmental sustainability, financial inclusion, and local governance. In 2018, she was seconded to UNDP’s Bureau for Policy and Programme Support (BPPS) in New York, contributing to the reform of Programme and Project Management (PPM) policies and procedures.
From 2013 to 2017, Ms. Al Khatib served as Programme Specialist in Libya, managing humanitarian and development programmes both in-country and remotely from Tunisia, skillfully navigating complex political and security challenges. Prior to this, she spent seven years (2006–2013) with UNDP Iraq as a Programme Finance Analyst, supporting critical post-conflict recovery and development efforts. In 2011, she was seconded to UNDP’s Office of Support to Infrastructure and Technology (OSIT), where she provided operational support on a global scale.
Her professional journey began in the private sector in Amman, Jordan (2001–2006), where she held roles as Auditor and Chief Accountant, building a strong foundation in financial management and accountability.
Ms. Al Khatib holds a Bachelor’s degree in Finance and Administrative Science from Philadelphia University in Amman and a Master of Business Administration in Management from New York University. She is also a Chartered Public Finance Accountant (CIPFA) and certified in Managing Successful Programmes (MSP).
With her extensive international experience and results-oriented leadership, Ms. Al Khatib is committed to advancing operational excellence, financial sustainability, and innovative approaches that enhance UNDP’s development impact in Mozambique and globally.
