Strengthening capacities for increasing energy efficiency in residential sector

Summary

This project represents a comprehensive approach to improving energy efficiency in Montenegro’s homes. By combining financial incentives, capacity building, awareness raising, and gender-responsive planning, it seeks to create lasting change in how Montenegrins use energy, while contributing to the country’s environmental and economic goals.

A key aspect of the project is strengthening the Eco-Fund’s capabilities. UNDP will provide technical assistance to enhance the Eco-Fund’s ability to design, implement, and monitor energy efficiency programs. This includes developing an online application system for subsidies, improving project management skills, and integrating gender equality principles into their work.

The initiative goes beyond just technical improvements. It aims to raise awareness among Montenegrin citizens about the benefits of energy efficiency and sustainable practices. Through targeted communication campaigns, the project will educate the public on how energy-efficient homes can lead to lower bills, improved comfort, and reduced environmental impact. Economic benefits are another important aspect of the project. By stimulating demand for energy-efficient renovations, it’s expected to create jobs in the construction and consultancy sectors. There’s also a focus on promoting women's entrepreneurship in these green economy areas.

Background

Montenegro is embarking on a significant project to improve energy efficiency in its residential sector. The initiative, led by the Environmental Protection Fund (Eco-Fund) with support from UNDP, aims to transform how Montenegrin households consume energy while building local capacity to manage such programs. The project recognizes that many Montenegrin homes are energy-inefficient, leading to high heating costs and contributing to air pollution and greenhouse gas emissions. To address this, the Eco-Fund will offer subsidies to homeowners for various energy-saving improvements. These include installing thermal insulation, upgrading to energy-efficient windows and doors, and implementing modern heating systems such as heat pumps and biomass boilers. Solar water heating and photovoltaic systems will also be promoted to increase renewable energy use.

Project Outcomes

The project has several expected outcomes. On an individual level, participating households should see reduced energy bills and improved living conditions. On a broader scale, the initiative aims to decrease Montenegro’s overall energy consumption, reduce air pollution, and lower greenhouse gas emissions.
