Montenegro at the Forefront of Gender Equality Agenda and Gender Mainstreaming Efforts at the Global Gender Equality Forum in UN

March 10, 2025, New York, USA – Montenegro has reaffirmed its commitment to gender equality and institutional reforms at the 69th session of the Commission on the Status of Women (CSW69) — the world’s largest forum on gender equality.
As part of its engagement, Montenegro hosted the high-level side event “Women’s Leadership and Challenging Global Trends” in partnership with the United Nations Development Programme (UNDP) and Women’s Leadership Network of Montenegro. This event held at the at United Nations Headquarters brought together renowned gender leaders, policymakers, and advocates to explore strategies for strengthening democratic resilience and countering setbacks in gender equality.
Marking the 30th anniversary of the Beijing Declaration, CSW69 convened over 15,000 government representatives, international organizations, and civil society actors to assess progress and address remaining challenges in achieving gender equality.
Montenegro's delegation included five ministries: Minister of Human and Minority Rights, Fatmir Gjeka, Minister for European Affairs, Maida Gorčević, Minister of Education, Science, and Innovation, Anđela Jakšić-Stojanović, Minister of Labor, Employment, and Social Dialogue, Naida Nišić, and Minister of Transport, Maja Vukićević. The delegation also included Vice President of the Montenegrin Parliament, Zdenka Popović, MPs Jelenka Andrić, Slađana Kaluđerović, Aleksandra Despotović, and Zoja Bojanić Lalović, as well as representatives from the Government: Anđela Bašović, Snežana Jonica, Irena Rakočević, and Biljana Pejović.

They emphasized Montenegro’s role in advancing democratic governance and gender-responsive policies and engaged in key bilateral meetings, to reinforce regional and global commitments to gender equality. The delegation also had the opportunity to meet with UNDP Assistant Secretary General, Assistant Administrator and Regional Director for Europe and Central Asia, Ms. Ivana Živković to discuss ways for further strengthening regional and global gender equality initiatives.
The event served as a platform for Montenegro to share with the global community the best practices on women’s leadership, promote women leadership network, reinforce partnerships, and reaffirm commitments to gender-inclusive governance. As the country moves closer to EU membership, UNDP is committed to supporting the country in its gender equality agenda and establishing itself as a leader in strengthening institutions, gender equality policies, and initiatives.
Minister for European Affairs, Maida Gorčević, highlighted that Montenegro has to adopt clear and enforceable policies, backed by strong gender mechanisms that hold all institutions accountable.
“The Women’s Leadership Network of Montenegro advocates for comprehensive legal reforms that align with EU standards to promote gender equality, including ensuring gender parity and women’s visibility in decision-making, public life, and the labour market. Moreover, strengthening legal frameworks, especially to combat gender-based violence and ensure equal labour rights, will provide the structural foundation for these reforms”, said Gorčević.
Highlighting the broader significance of gender equality, Ivana Živković, UNDP Assistant Secretary-General, Assistant Administrator, and Regional Director for Europe and Central Asia, emphasized:
“UNDP has long recognized that gender equality is not just a goal—it is a multiplier force for development. It strengthens economies, fosters more stable societies, and nurtures resilient democracies”.

Ekaterina Paniklova, UNDP Resident Representative in Montenegro, stated: "Now more than ever, we must act boldly to protect and advance gender equality. Montenegro’s leadership at CSW69 demonstrates its firm commitment to ensuring that women’s leadership remains central to democratic resilience, economic progress, and sustainable development”.
At CSW, Montenegro also emphasized the importance of regional cooperation and institutional reforms in advancing gender equality across the Western Balkans. The event’s global webcast further amplified these efforts, reinforcing Montenegro’s commitment to gender mainstreaming on the international stage.
Women’s Leadership Network, supported by UNDP, has played a pivotal role in advocating for gender parity and the visibility of women in decision-making processes, public life, and the labor market. The network also advocates for comprehensive legal reforms to align Montenegro’s gender policies with EU standards, particularly in addressing gender-based violence and ensuring equal labor rights. Their contribution to institutionalizing gender-responsive policies is critical for driving lasting change in the region.
UNDP remains dedicated to supporting Montenegro in implementing policies that enhance human-women rights, prioritize and integrate gender equality into governance structures.
