Baseline assessment of Sustainable Infrastructure Report – Mongolia

This Sustainable Infrastructure Baseline Report was developed under the Sustainable Infrastructure Programme in Asia (SIPA), implemented with the technical support of the Organisation for Economic Co-operation and Development (OECD) and funded by the International Climate Initiative (IKI) on behalf of Federal Ministry for The Environment, Nature Conservation And Nuclear Safety of the Federal Republic of Germany. The report reflects the collective efforts and valuable contributions of a wide range of stakeholders committed to advancing sustainable infrastructure development in Mongolia.
This Baseline sets the analytical starting point for integrating sustainability into Mongolia’s public investment and infrastructure systems. It establishes a clear picture of where the system stands today. It also sets out the adjustments required for sustainability to take place across the full infrastructure cycle (planning, design, appraisal, financing, implementation, and monitoring).
The assessment is grounded in documented evidence and implementation realities. It reflects institutional capacities and provides a structural reference for the next phase of SIPA. It is intended to make sustainability an operational feature of Mongolia’s investment system rather than an aspiration that sits outside core decision-making.
