Ministry of Economy and Development and UNDP Convene Forum to Present Results on Sustainable Infrastructure Development in Mongolia

Ulaanbaatar, 21 May 2026 – The United Nations Development Programme (UNDP) and the Ministry of Economy and Development convened a forum to disseminate the key results and lessons learned from the Sustainable Infrastructure Programme in Asia (SIPA) in Mongolia funded by the Government of Germany through the International Climate Initiative (IKI) and implemented in partnership with the Organisation for Economic Co-operation and Development (OECD). The forum brought together government representatives, development partners, and technical experts to review progress and discuss next steps for advancing sustainable infrastructure development in the country. 

Discussions focused on strengthening the integration of climate and sustainability considerations into infrastructure planning and public investment. Participants emphasized the importance of integrating climate, environmental, and socio-economic considerations into infrastructure planning and public investment processes to support more informed, transparent, and sustainable decision-making.

Ms. Davaasuren Sodnomdarjaa, Deputy Minister of Economy and Development, emphasized: “The Government of Mongolia, particularly the Ministry of Economy and Development, remains committed to advancing sustainable and climate-resilient infrastructure planning in line with Mongolia’s long-term development priorities. SIPA has provided valuable recommendations and practical approaches to strengthen investment planning, improve coordination, and support climate-aligned infrastructure development”.

H.E. Mr. Helmut Rudolf Kulitz, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Mongolia, noted: “Germany values its partnership with Mongolia in advancing sustainable infrastructure and climate action. Through SIPA, we are pleased to support dialogue and cooperation that help strengthen long-term planning, promote practical solutions, and support Mongolia’s transition toward a more resilient and low-emission future”. 

Key findings and recommendations generated under SIPA were presented, including long-term low-emission development pathways, infrastructure governance, low-carbon transport, renewable hydrogen development, sustainable infrastructure appraisal methodologies, and climate-aligned infrastructure financing. The event also explored how these tools and approaches can be further applied and scaled.

Ms. Matilda Dimovska, UNDP Resident Representative in Mongolia, stated: “One of SIPA’s important contributions has been helping connect long-term policy priorities with more practical and implementable solutions. Through this partnership, UNDP has supported Mongolia in strengthening climate-aligned infrastructure planning, advancing new approaches to sustainable investment decision-making, and fostering stronger collaboration across institutions and sectors”.

Mr. William Tompson, Head of Eurasia Division at the OECD, highlighted: “SIPA has demonstrated the importance of adopting a whole-of-government and whole-of-economy approach to infrastructure planning and investment. Strengthening policy coherence, governance frameworks, and long-term planning capacities will be essential for ensuring that infrastructure investments support Mongolia’s economic development while advancing climate resilience and sustainability objectives”. 

The forum concluded with a shared recognition that sustaining the impact of SIPA will require long-term institutional capacity, strong national ownership, continued collaboration across sectors, and the effective integration of tools, approaches, and recommendations into Mongolia’s future planning and investment systems.
