Electoral education – a new optional subject that will lay the foundation for participatory and inclusive democracy in society

October 3, 2022

The curriculum for the optional subject "Electoral Education", developed by the Centre for Continuous Electoral Training with the support of UNDP, was recently approved by the Ministry of Education and Research. Starting with the academic year 2023-2024, students in the 9th and 10th grades will have basic knowledge in the electoral field, will know the responsibilities of the government, how to monitor the commitments taken by the elected officials, how the electoral candidates register in the competition, how to run an electoral campaign and take responsibilities of representation and public participation.

The curriculum was developed within the UNDP Moldova project "Enhancing democracy in Moldova through inclusive and transparent elections", implemented with the financial support of the American people, through the United States Agency for International Development (USAID), as well as of The British Embassy in Chișinău, offered through the Fund for Good Governance.

Studying this subject will contribute to the formation and consolidation of electoral culture by empowering future voters to exercise and defend their democratic rights and responsibilities, to recognize, prevent and counteract disinformation, corruption, and electoral fraud.

Students will learn the meaning of freedom of choice, multipartyism in a democratic society, the evolution of elections and electoral rights, the types of elections and electoral systems, what entails an electoral campaign, who are the electoral candidates, how the voting takes place, what means election fraud, manipulation, and disinformation.

At the same time, the curriculum aims to train students' practical skills through role-playing games, debates, round tables, which will encourage self-governance in schools.

35 academic hours are provided for carrying out the optional subject.

The optional curriculum for electoral education was developed after a process of consultations conducted on the platform of the Centre for Continuous Electoral Training with the Ministry of Education and Research, teaching staff from general and university education, specialized CSOs ADEPT, Promo-LEX.

After the approval of the curriculum, the handbook will be developed and trainings for teachers will be conducted.
