This report presents the findings of a legal mapping exercise reviewing national legislation and institutional mandates related to missing persons in Libya, in light of applicable international standards.

The mapping identified legal gaps and institutional overlaps and informed practical recommendations aimed at strengthening Libya’s legal and institutional framework within a comprehensive, victim-centred transitional justice process.

The report was developed under the Missing Persons Project, jointly implemented by UNDP and UNSMIL, in support of relevant national efforts.
