UNDP's Regional Director for the Arabs States Concludes Visit to Libya, Reaffirms Support for National Priorities

Tripoli, 04 November 2025 – The United Nations Assistant Secretary-General, Assistant Administrator, and Regional Director for Arab States of the United Nations Development Programme (UNDP), Dr Abdallah Al-Dardari, has concluded a two-day mission to Libya, reaffirming UNDP’s support to the country’s development priorities and ongoing transition.
Throughout his visit, Dr Al-Dardari met with senior officials and national institutions to discuss shared priorities in governance, economic diversification, climate resilience, and accelerating human development in line with the Sustainable Development Goals (SDGs).
“This visit reaffirmed what we have always believed: Libya’s greatest strength lies in the resolve of its people to shape a future rooted in dignity, opportunity, and peace. As Libya navigates a transition, UNDP stands ready to deepen its support, not only through technical expertise and development solutions, but through genuine partnership focused on delivering tangible impact for all communities. Together, we can ensure that progress is shared, sustainable, and leaves no one behind,” said Dr Dardari.
Dr Dardari met with H.E. Prime Minister Abdul Hamid Dbeibah and representatives from the Ministries of Foreign Affairs, Planning, and Environment, as well as the Governor of the Central Bank of Libya and the Head of the Libyan Audit Bureau.
During the meeting with the Prime Minister, Dr Dardari received strong recognition of UNDP’s initiatives in Libya, and expressed interest in further expanding cooperation in priority areas, including digital transformation and artificial intelligence.
H.E. PM Dbeibah and Dr Dardari witnessed the signing of a new cooperation agreement with the Libya Post, Telecommunication & Information Technology Holding Company (LIPTIC) that will accelerate digital transformation and promote the use of emerging technologies, including artificial intelligence, to modernise public services and national institutions. During the mission, a second agreement was signed with the University of Tripoli, which will strengthen collaboration in youth entrepreneurship, climate education, and SDG engagement, helping to equip young Libyans with the skills and opportunities needed to lead sustainable change. UNDP also signed a Letter of Intent with the Ministry of Planning to strengthen the ministry’s capacities for the implementation and monitoring of the Sustainable Development Goals (SDGs).
Dr Dardari also met with the UNDP Libya Staff to reflect on progress, share appreciation for their continued efforts, and discuss ways to further support resilient, people-centred development across the
country.

The mission concluded with engagements with the UN Special Representative of the Secretary-General (SRSG) and the UN Country Team, highlighting the importance of unified humanitarian and development efforts to support Libya’s path toward peace and sustainable growth.
