Data for Development: UNDP and Libya’s GIA Partner to Drive Human-Centered Policy

Tripoli, 01/July/2025 – The United Nations Development Programme (UNDP) and the General Information Authority (GIA) have signed a Memorandum of Understanding (MoU) to strengthen cooperation in the areas of human development, data systems, and sustainable development planning in Libya.

The partnership comes as Libya prepares for the launch of its Seventh National Human Development Report (2025). The report will contribute to shaping evidence-based policy dialogue around inclusive growth and long-term development planning in the country.

The MoU outlines joint efforts to support the preparation of the report, facilitate research and consultation on key development issues, and promote knowledge exchange between institutions. It also includes collaboration on awareness-raising activities, technical training, and initiatives aimed at improving energy efficiency and reducing greenhouse gas emissions in GIA facilities.

Today’s signing marks a new step in aligning institutional efforts to strengthen national development frameworks and support Libya’s goals for sustainable recovery. Through this partnership, UNDP and GIA reaffirm their shared commitment to advancing data-driven solutions and building institutional capacity.

Dr. Abdulbaset AlBaour, Head of the General Information Authority, stated: “This partnership with UNDP is within the vision of the Government of National Unity, which has made digital transformation and human development central pillars of its national project for the advancement of the Libyan state. We value the support of the United Nations Development Programme, and affirm the commitment of the General Information Authority in carrying out its technical and national role, in cooperation with all partners, to build an advanced information system that contributes to improving the quality of life for all Libyans, and charts a more just and sustainable development future.”

UNDP Resident Representative, Dr. Sophie Kemkhadze, confirmed: “This partnership will help reinforce national ownership and deepen the role of data in Libya’s development path. Together with GIA, we are working to strengthen institutional capacities that put people and knowledge at the heart of policy.”

Through the agreement, UNDP and GIA will work together to strengthen national human development systems by:

•    Supporting the development of Libya’s Seventh National Human Development Report (2025) as a tool to inform inclusive, people-centred policymaking;
•    Advancing collaborative programmes that contribute to national sustainable development priorities;
•    Promoting joint research, analysis, and technical dialogue on emerging development challenges;
•    Enhancing the use of national data and knowledge systems in public policy processes;
•    Introducing measures to improve environmental sustainability and energy efficiency within public institutions.

UNDP continues to support Libya’s transition toward peace, inclusive development, and resilience by working with national institutions to promote good governance, improve public service delivery, and foster economic opportunities across the country.
