UNDP presenting key findings from the 2025 HDR Global Report

Tripoli, 08 December 2025 – The General Information Authority (GIA) and the United Nations Development Programme (UNDP) today presented the 2025 Global Human Development Report (HDR) in Tripoli, Libya, under the theme,” A matter of choice: People and possibilities in the age of AI.”

The presentation and discussion of the report’s key recommendations and findings provided an opportunity for national stakeholders to engage in a forward-looking dialogue on Libya’s development path in the context of digital transformation and institutional resilience.

The event brought together government representatives, policy experts, academics, and development partners to reflect on Libya’s human development trajectory amid technological advances and institutional challenges. The Global report emphasises that while artificial intelligence and digitalisation present vast opportunities, their benefits will only be realised through inclusive governance, strong institutions, and investments that prioritize human capabilities.

This year’s event also marked the Initiation of Libya’s Seventh National Human Development Report (NHDR), developed by the General Information Authority with support from UNDP. The national report offers a detailed analysis of Libya’s human development indicators, highlighting how progress has fluctuated alongside the country’s political and security context.

According to the 2025 Global HDR, Libya remains in the High Development category, ranking 115th out of 193 countries with a Human Development Index (HDI) value of 0.721 in 2023. The report notes that Libya continues to show strength in income indicators, while progress in health and education has been shaped by years of instability and uneven service delivery. 

Compared with countries in the region, Libya performs above Morocco and Egypt and remains close to peers in the high human development group. With sustained investment in human capital, health systems, and education, the report highlights that Libya has the potential to advance into the Very High Human Development category in the years ahead. The national report also underscores that when stability is restored, Libya has the potential to regain momentum, driven by its human capital, economic base, and digital potential.

Eng. Abdulbaset AlBaour, Head of the General Information Authority, stated: “The National Human Development Report is a key instrument in launching a broad national human-centred discussion. This dialogue will explore how to build a high-quality national economy and empower our society to harness the full potential of data and Artificial Intelligence, all in accordance with national and international standards.

The NHDR will build on these insights to inform evidence-based policymaking and national planning, reinforcing the role of data and innovation in achieving the Sustainable Development Goals.
