The "Standard Operating Procedures for Post Disaster Rubble Management" (2025) outlines key procedures designed to systematically address the management of debris resulting from natural disasters and conflicts in Lebanon. Funded by the European Union and the Green Environmental Fund (GEF) and developed in collaboration with national and international partners, the SOPs encompass three volumes—covering Debris Pre-Processing Measures, Debris Processing, and Quarry Rehabilitation. Volume 1 focuses on safety protocols and assessments for risks like unexploded ordnance and hazardous materials. Volume 2 details standards for the segregation, transportation, storage, recycling, and disposal of debris, ensuring compliance with environmental regulations. Volume 3 establishes methods for the safe and sustainable rehabilitation of quarry sites through the utilization of non-recoverable/non-reusable components. Collectively, the SOPs aim to enhance resource efficiency, support ecological restoration, and promote sustainable practices in post-disaster recovery efforts.
