Lebanon’s Nationally Determined Contribution (NDC 3.0) – Target Year 2035

October 1, 2025

In line with Lebanon’s commitments under the Paris Agreement, the Nationally Determined Contribution (NDC 3.0) presents the Lebanon’s new mitigation and adaptation targets to 2035, while setting a trajectory toward achieving net-zero emissions by 2050. The NDC outlines Lebanon’s economy-wide greenhouse gas emission reduction target, sectoral adaptation priorities, and cross-cutting measures such as gender equality, social inclusion, and climate finance mobilization.

Beyond setting targets, the NDC highlights Lebanon’s key gaps and needs, including data availability, institutional coordination, and financial resources, which remain critical to accelerating implementation. It also provides strategic guidance to integrate climate action into social, economic, and environmental policies, reinforcing the importance of partnerships with government, civil society, the private sector, and the international community to achieve the country’s climate ambitions. It also aligns with national recovery and reconstruction plans, ensuring that climate action contributes to sustainable growth and resilience.
