Lebanon’s National Adaptation Plan (NAP): Strategy and Roadmap (2025) outlines a comprehensive national framework to address the increasing impacts of climate change. The Plan responds to Lebanon’s growing exposure to rising temperatures, declining precipitation, prolonged droughts, and extreme weather events, compounded by socio-economic and institutional challenges.

This report sets out a vision for a climate-resilient Lebanon, defining strategic objectives and prioritized adaptation interventions across 8 climate-sensitive sectors: Agriculture, Forestry, Water Resources, Biodiversity, Urban Infrastructure, Public Health, Disaster Risk Reduction, and Tourism. These sectoral priorities are supported by cross-cutting enabling conditions related to governance, finance, data and monitoring, and stakeholder engagement, ensuring a coherent and integrated approach to adaptation.

Aligned with international climate requirements (1/CMA3), the NAP provides a practical roadmap for implementation over the 2025–2035 period. It establishes coordination mechanisms, a results-based monitoring and evaluation framework, and a financing approach to support implementation, positioning climate adaptation as a key driver of resilience, risk-informed development, and long-term sustainability in Lebanon.
