First Annual Report on the Level of Implementation of the Right of Access to Information Law

The First Annual Report on the Level of Implementation of the Right of Access to Information Law provides a foundational baseline assessment by the National Anti-Corruption Commission (NACC), evaluating the extent to which public administrations in Lebanon are complying with the requirements of Law No. 28/2017. The assessment reached a broad range of institutions—across both national and local levels—and, for the first time, resulted in a consolidated list of obligated administrations under the law. This milestone provides a critical tool for enabling more effective coordination among public institutions, civil society, and international partners, and to identifying opportunities for targeted support to enhance implementation. While some institutions declined to participate in the assessment, or could not be reached, the responses gathered offer valuable insights into the broader landscape of progress and persistent challenges.
Developed with the support of the United Nations Development Programme (UNDP) and funding from the European Union (EU) and the Government of the Kingdom of Denmark (DANIDA), the report marks an important step toward institutionalizing the right of access to information in Lebanon. It sets the stage for sustained monitoring, capacity-building, and resource mobilization efforts, while reinforcing a collective commitment to transparency and anti-corruption reforms.
